The mission of the California Commission on Disability Access (CCDA) is to promote disability access in California through dialogue and collaboration with stakeholders including, but not limited to, the disability and business communities as well as all levels of government.

Northern California

RICK’s Sacramento Region Manager with over 34 years of experience as both a consultant and developer. Successfully managed forward planning and land development activities, from land acquisition through build-out, for projects ranging from 17-acre in-fill subdivisions to 3000-acre master planned communities. His experience includes the management of planning, design and construction support for various public and private land development projects.

Primarily responsible for managing land assets from project inception throughsecuring of entitlements and construction drawings ready for field construction. Conduct technical feasibilities, secure necessary engineering plans, permits and other governmental or quasi-governmental approvals needed to develop lots and build houses.

Northern California

Responsibilities included site feasibility analysis, entitlements, site development, subdivision mapping, grading and road design, utility infrastructure design and construction support. Well-versed in project management including design, coordination with owners, architects, sub-consultants, contractors and public agencies, estimating probable construction costs, value engineering and public presentations. Qualified SWPPP Developer/Practitioner as well as a Certified Green Building Professional.
