Performs complex analysis of system performance & recommends enhancements. Prepares operation manuals & other systems documentation. Ensures security of systems by maintaining operating system, application & hardware updates & security fixes. Provides technical oversight of staff member. Manages technical work & provides guidance to junior members of the team. Is responsible for the setup/design standards, proper installation of server equipment, security & maintenance of all IT data centers. Responsible for data storage systems both on premise & cloud based. Works with executive team members, decision makers, & stakeholders to define business requirements & systems goals, & to identify & resolve business systems issues. Designs & deploys new applications & enhancements to existing applications, software, & operating systems. Conducts research on software & systems products to justify recommendations & to support purchasing efforts. Gauges the effectiveness & efficiency of existing systems; develops & implements strategies for improving or further leveraging these systems. Proposes & creates system design models, specifications, diagrams, & charts to provide direction to system programmer & development teams. Designs & performs server & security audits, system backup procedures, & other recovery processes in accordance with the City's disaster recovery & business continuity strategies. Integrates servers, including but not limited to, database, e-mail, print, & backup servers & their associated software into enterprise systems. Ensures system connectivity of all servers, shared software, groupware, & other applications. Creates & maintains documentation as it relates to system configuration, mapping, processes, & service records. Ensures compatibility & interoperability of in-house computing systems. Monitors & tests system performance; prepares & delivers system performance statistics & reports.

Researches and responds to staff and management technical inquires concerning operating systems environment and software, operating systems support software and staff support software; participates in evaluation of available hardware; provides input on hardware, software, training and other costs; maintains or oversees maintenance of technical library and circulates appropriate materials to other staff; prepares and or oversees preparation of technical bulletins relating to systems capabilities/changes as necessary; may develop or assist in development and presentation of system procedures for staff; participates in system upgrades and; provides preventative maintenance and troubleshooting services to staff and management; analyzes systems dumps and traces; develops, acquires, installs, maintains performance measuring/reporting system; analyzes performance data to determine need for modification or addition to system configuration to meet current and future needs; researches and identifies hardware and software alternatives for handling present and future requirements; analyzes, tests, makes recommendations on alternate equipment/software configuration; manages data communications activity; assists in database administration and troubleshoots database software as necessary; develops and maintains data processing standards as assigned; confers and consults with management and other technical staff and vendors as required.

Assists in helpdesk support to users, prepare and deliver equipment as assigned; installs network hardware and software including, but not limited to personal computers, printers, modems, scanners, Windows Operating System, networking hardware and software, telecommunications software, general office and specialized application software; upgrades personal computers with additional memory, hard drives, CD ROM drives and other peripherals; performs basic personal computer troubleshooting and repair.
