About Michael-Sean Spence, Esq.

Michael-Sean is the Managing Director of Community Safety Initiatives, and founder of the Everytown Community Safety Fund at Everytown for Gun Safety, the largest gun violence prevention organization in the country. With more than 17 years of experience in public safety, criminal justice, and policy development, he leads Everytown's efforts to support community-based solutions to reduce gun violence, and enhance safety and well-being in cities nationwide. Michael-Sean also serves as an adjunct professor at the University of Chicago’s Community Violence Intervention Academy, the nation’s first ever academic institute dedicated to enhancing community safety.Since joining Everytown in 2018, Michael-Sean has spearheaded several impactful initiatives, including the establishment of the Everytown Community Safety Fund, Everytown’s inaugural grant program, investing over $13MM in 136 local organizations across 69 cities. He has also created the Everytown Community Training Institute, a first of its kind national capacity-building partnership that provides training, technical assistance, and networking opportunities to community safety practitioners and advocates. Additionally, he has launched CityGRIP.org, an online, responsive clearinghouse of gun violence prevention strategies and best practices to inform and empower policymakers, practitioners, and the public; and, GovGrants, a proprietary online portal designed to remove access barriers and expedite exploration of federal grants for community-based violence intervention organizations. Prior to joining Everytown, he served as a policymaker in Albany, NY at the NYS Division of Criminal Justice Services, where he consulted the statewide G.I.V.E. Initiative from 2015 to 2018, contributing to a 15% decline of all gun-related offenses across 17 counties. Prior to joining DCJS, Michael-Sean served as an Assistant District Attorney in his hometown Queens, NY, prosecuting intimate partner violence, organized crime and leading interstate investigations into tax evasion which acquired $5MM in restitution to NYS taxpayers.Michael-Sean's mission is to amplify the voices and impact of those who are most affected by gun violence and to foster collaboration and innovation among diverse stakeholders to achieve lasting change and create safer communities. In his spare time he serves on the Manhattan DA’s transition team and as Chairman of Elmcor Youth & Adult Activities, Inc., New York City’s oldest Black founded and led non-profit social service organization.

In September of 2017, Michael-Sean Spence was appointed by New York State Governor Andrew M. Cuomo as a Special Assistant to the Commissioner of the New York State Division of Criminal Justice Services, an agency within the executive branch of New York State (NYS) government. In this capacity, Michael-Sean developed and implemented statewide criminal justice policy, procedure, strategic initiatives and mandates, provided analysis concerning proposed legislation, provided legal advice and training to members of the law enforcement community and conducted investigations into peace officer and police officer misconduct in support of the agency's mission to enhance public safety.Additionally, Michael-Sean advised the Municipal Police Training Council which sets the standards for police and peace officer training throughout NYS. On behalf of the council, Michael-Sean authored numerous model polices including policies on the identification of human trafficking victims; the usage of unmanned aerial vehicles (drones) by law enforcement agencies; recordation of custodial interrogations of adults and juveniles; and, the maintenance of sexual offense evidence kits by law enforcement. Michael-Sean served as the point of contact for more than 600 law enforcement agencies throughout NYS regarding strategic initiatives related to compliance with statutory and regulatory mandates and targeted special projects aimed at increasing the effectiveness of policing and decreasing crime.Lastly, Michael-Sean redrafted numerous sections of the New York State Codes, Rules and Regulations related to the certification, suspension and revocation of peace officer and police officer training records which permit individuals to be employed as such. Michael-Sean's proposed amendments are an innovative approach to increasing oversight of the profession while augmenting public safety for NYS residents.

Cuomo as an Empire State Fellow in the New York State Division of Criminal Justice - Office of Public Safety, an agency within the executive branch of New York State government. The Office of Public Safety is responsible for the administration of both mandated police and peace officer certified training programs as well as developing initiatives to enhance the productivity and professionalism of public and private law enforcement and public safety personnel in New York State.As an Empire State Fellow, Mr. Spence created administrative and procedural policies for law enforcement agencies statewide; implemented new legislation relevant to the agency; advocated for new regulations, systems and procedures to enhance public safety; advised various inter-agency task forces and advisory councils; spearheaded special projects and strategic initiatives to address emerging trends; and, consulted on law enforcement trainings and curriculum to assure best practices are incorporated.

In August 2007, Michael-Sean joined the Queens District Attorney's Office in New York City as an Assistant District Attorney. During his tenure, Michael-Sean served in the Criminal Court, Domestic Violence and the Special Proceedings bureau's specialized Crimes Against Revenue Unit (CARU); served as Precinct Counsel to NYPD Precinct 113's Community Board; served as a member of the Economic Crimes 24/7 Response Team; regularly volunteered for weekend shifts in the Intake bureau; and, spoke on behalf of the District Attorney at area schools and community gatherings.As an ADA, Michael-Sean conducted long term investigations into organized commercial theft rings, organized tax fraud, forgery and identity theft; presented complex economic crimes to the Grand Jury; conducted several hearings and tried cases; prepared periodic reports on behalf of the District Attorney in compliance with joint task force regulations; drafted plea agreements, proffer agreements, witness cooperative agreements, search warrants, pen registries and other sensitive documents.As a member of CARU, Michael-Sean also conducted joint investigations with the U.S. Department of Homeland Security, U.S. Immigration and Customs Enforcement, New York State Troopers, New York City Department of Taxation and Finance, New York State Department of Taxation and Finance, Target, CVS, Brooks Brothers and private law enforcement firms to identify and prosecute contraband trafficking and possession, organized tax fraud and trademark infringement. During Michael-Sean's tenure in CARU, CARU seized evidence valued in excess of $4,000,000 and collected more than $2,000,000 in restitution and fines to New York State; and, was awarded the 2012 Unit Citation by the Detective Investigator Association Awards.
