Manage the Minnesota/Wisconsin Environmental Section Team.

Serve as an environmental project manager for energy development, transmission, mining, and water management projects. Assist clients with navigating federal and state laws and local ordinances to facilitate project development. Provide clients with strategies to meet regulatory requirements, incorporating engineering and design, and aggressive schedules. Work on projects throughout the United States as needed. Coordinate with federal and state agency staff on regulatory and environmental compliance needs. Engage in business development within Minnesota and Wisconsin and other opportutnies throughout the country.

Louis Berger has established the NEPA and Environmental Compliance Center of Expertise (NECCE) to focus the company’s expertise and resources on expanding the company reputation for producing the highest quality compliance advice and services for clients. The Center will- Implement a rigorous, multi-level quality assurance/quality control (QA/QC) process that detects issues early to avoid having contracts and deliverables at risk due to unanticipated issues, with the schedule, budget or analytical findings.- Foster innovation in streamlining processes and address new developments, such as climate change and resiliency planning, while providing technically sound advice and analysis that meets legal requirements and builds trust (confidence) between clients and their stakeholders.- Provide expert advice on NEPA and environmental compliance issues and requirements- Concentrate and develop expertise and resources through the development and implementation of focused training.

Provide project management, environmental planning and legal services for federal and private clients. Work on complex and controversial projects ranging from ecosystem restoration and wildlife management to energy infrastructure development (generation and transmission). Assist clients in various federal and state environmental compliance requirements. Manage staff and promote business development in Portland, Denver, Kansas City, and Mobile. Fish and Wildlife Biologist: Served as planning lead contact for ESA (fish and wildlife matters) with other agencies, governments, tribes, and the public related to energy and transmission development. Conducted site assessments for listed species and engaged in ESA Section 7 consultations. Provided advice to BPA concerning agency policy development related to fish and wildlife issues, participated in public involvement programs for assigned tasks, and trained and provided oversight of peers on the ESA compliance process. One of the lead authors on BPA’s Fish and Wildlife Implementation Plan EIS that established BPA fish and wildlife funding priorities. Represented BPA as an alternate member on the Avian Power Line Interaction Committee (APLIC), and provided field support and mitigation recommendations on migratory bird-related issues related to power transmission.. Senior Policy Analyst: Managed the development of a hatchery EIS, and worked with the USACE-Seattle on a proposal to modify winter operations for a federal hydroproject in northern Idaho. Provided advice to senior agency officials, including the BPA Administrator, on NEPA and ESA issues. Worked closely with resource and legal staff drafting and reviewing biological evaluations and assessments for consultation with the NOAA and USFWS related to the operation of the federal hydrosystem. Served as a department resource for compliance for environmental planning. Developed and delivered a NEPA fundamentals course to all environmental planning employees with the agency. Developed and provided additional training for staff and contractors on cumulative impact analyses. Maintained involvement with the DOI Adaptive Management initiative providing training to DOI employees on legal implications of adaptive management, especially related to NEPA and ESA. Served as the program manager and supervisor for the Planning and Integrated Resources Team. Left position due to Forest reorganization. Served as the Forest EMS coordinator for Washington DC Office (WO) and Regional Office (RO) strategy development and implementation, and oversaw, reviewed, and advised implementation of the Forest Plan and NEPA support for the Forest. Engaged in the development of forest plan monitoring and evaluation reports, climate change strategy, GIS development, and project appeals. Monitored changes in regulations, laws, policies, planning rules, and case law; and assessed the impacts for the Ottawa.

Coordinated efforts with park, regional staff, national leadership, and contractors to develop legally defensible management plans. Provided training on NEPA and fish and wildlife laws such as the Endangered Species Act, Fish and Wildlife Coordination Act, Magnuson-Stevens Fisheries Conservation and Management Act, and Migratory Bird Treaty Act. Provided specific training on assessing cumulative impacts and integration of science in planning and adaptive management.
