Turning Space Domain Awareness into Action!

- Provided USNORTHCOM and USSPACECOM with strategic and operational guidance on Command and Control (C2) and Intelligence Information Sharing Capabilities with key allies.- Advised on Joint All Domain Command and Control integration with enterprise-level systems in support of Command-specific missions and objectives.

- Led a diverse team of 50 government, military, and contractor personnel in the tasking, processing, exploitation, and dissemination of key Space Domain Awareness products for the Department of Defense.- Spearheaded migration of current data processing workloads to a new cloud computing architecture that dramatically improved the ability to deliver timely, relevant, and high-fidelity data analytics products to customers.

- Conceived and implemented new technology development pipeline for the National Media Exploitation Center (NMEC) built upon a foundation of Systems Engineering best practices; four new technology transitions to production systems within first Fiscal Year of implementation.- Improved the existing research & development investment strategy for NMEC; integrated customers into decision-making process using quantitative methods, including Analytic Hierarchy Process to focus $20M+/year budget on highest priority capability gaps.- Re-focused and re-branded legacy laboratory into a community-leading experimentation and technology prototyping environment; demonstrated improved transition of legacy applications to a native cloud-computing platform within six weeks.

- Diplomatic posting to the Embassy of the United States London, United Kingdom on behalf of the US Department of Defense.- Managed international exchanges on critical defense-related science and technology issues mutually beneficial to our closest partner nations.- Built coalitions to solve critical international security problems using novel technical approaches.- Forged new international strategic partnerships and negotiating international research agreements whilst ensuring compliance with International Traffic in Arms Regulations (ITAR) and National Disclosure Policy.

- Formulated and implemented systems engineering policies, tools, and methods enabling rapid multi-phenomenology sensor / system integration efforts for low-volume, mission-critical projects on small land, sea, and air platforms.- Developed and implemented evidence-based technology reviews: included external Intelligence Community participation and resulted in first year cost savings of $10 million; authored detailed study of “agile” development methods for DIA projects – led collaborative effort to adopt recommendations.- Directed design studies and developed systems architectures.

Explosive Ordnance Disposal OfficerAir Force Civil EngineerACTIVE DUTY 1989 - 1996 / RESERVE 1996 - 2011- Commander, 459th Civil Engineer Squadron (RESERVE), Andrews AFB, MD: led base engineering, contingency engineering, WMD defense, Fire Protection, and EOD for worldwide operations, supported Operation IRAQI FREEDOM; recruited, trained, equipped, and maintained readiness of over 100 assigned officers and airmen.- Senior Reserve EOD advisor to the Air Force; EOD Emergency Actions Officer for inter-agency terrorist WMD incident response – chief planner for inter-agency response teams, designed and executed $20 million/year response exercise programs; chief planner for response to explosives-laden A-10 aircraft crash on a Colorado mountain top; planned and executed safe disposal of more than 100 tons of highly unstable cluster munitions remaining from Operation DESERT STORM requiring coordination with four different countries on the Arabian Peninsula; led counter-explosives security detachment in support of the US Secretary of State in coordination with the Israeli Government for Middle East peace talks.

- Enhanced the nation's ability to deter, prevent, detect, protect, and respond to terrorist IED threats.- Advised DHS Under Secretary on Federal response to vulnerabilities identified at United Nations (UN) facilities within the US – strengthened collaborative security posture at UN; appointed US Delegate to the Infrastructure Protection Review of the Panama Canal – delegation findings led to improved cooperation between countries.

- Managed capability development process for 10 separate defense acquisition programs within the $2 billion annual Chemical, Biological, Radiological, and Nuclear (CBRN) Defense Program, including comprehensive requirements documentation for 5 new systems; produced 5-year multi-billion dollar budget plan.

- Developed and executed program for applied and advanced research on CBRN countermeasures; conceived objectives and managed performance, cost, and schedule of over 30 concurrent projects within a $20 million annual budget.- Established unique method for managing research using an inventive earned value approach; doubling program execution rates and reducing costs.

- Instituted and steered explosives analytic portfolio – produced analysis for the President’s Daily Briefing that influenced national policy; routinely briefed the DHS Deputy Secretary and Under Secretary for Intelligence and Analysis.- Authored products in response to real-world terrorist bombing incidents and threats, including the 2005 London bombings and 2006 liquid explosives airliner plot; identified knowledge gaps - conceived and executed two projects obtaining data associated with homemade explosives; enabled development of detection technology.

- CBRN countermeasures expert for the US Federal Air Marshal Service (FAMS); industrialized quantitative risk analysis and operations research tools for FAMS mission planning, conceived pioneering technique to measure aircraft total energy content – immediately improved efficiency of FAMS mission apportionment.

- Spearheaded research into feasibility of decontaminating of large aircraft interiors, initiatives provided basis for multiple Defense acquisition programs and decontamination of the Hart Senate Office Building following an anthrax attack in 2001.- Developed strategy for worldwide chemical weapons demilitarization, enabling safe disposal of legacy discarded and waste munitions - some dating from World War I.- Led concept development and design reviews for a $500 million US Army demilitarization program for disposal of excess and waste Cold War munitions.
