Development of District Health Plans for Khyber Pakhtunkhwa:The objectives of the assignment:• Rolling out MHSDP to ensure standardized services at District Level.• Align District Level health services delivery to achieve Strategic objectives of the DOH.• Provide a performance based framework for monitoring and evaluation during implementation of DHPs • Align the reform initiatives to of the Government like operationalizing OBB, implementation of HSS and reorganizing the Health functions of department for facilitating result based management and initiate performance management.Area of Responsibility for the Assignment:• Capacity development of staff of offices of secretariat-HSRU, CPO. DGHS and the Districts to enable them to support in preparation of Medium Term Development & budgetary Framework (MTDF & MTBF) for health Sector:• Situation analysis of the following:1. Reviewing all available source of funding2. Assessing infrastructure and equipment purchase and maintenance needs• Provide on the job support to the district to acquire skills in facilitating for preparing plans.• Support the offices of Secretariat –HSRU, CPO, DGHS and the Districts in preparation of the MTDF & MTBF for Health Sector and align the MTBF & MTDF with the District Health Plans.• Support and train the offices of Secretariat- HSRU, CPO, DGHS and the Districts in financial and accounting procedures and requirements they are required to complete under various laws and rules to meet with the audit requirements on scientific grounds.

Government of the Punjab, with the financial assistance from World Bank, is implementing “Punjab Cities Governance Improvement Project”(PCGIP). The project is focused on strengthening of systems and governance improvement for enhanced service delivery and will be implemented in five large cities .i.e. City District Governments (and entities)of the Punjab which include Faisalabad, Gujranwala, Lahore, Multan and Rawalpindi

The project development objectives are to support the Province of Punjab’s cities in strengthening systems for improved planning, resource management, and accountability, and to improve the Province of Punjab’s capacity to respond promptly and effectively to an Eligible Crisis or Emergency.The direct beneficiaries of the project are the five largest cities (city governments and agencies) in Punjab participating in the Project. Indirectly, the other cities in the Punjab, particularly the remaining three large non-project cities (Sialkot, Bahawalpur and Sargodha), will benefit from the capacity building and system development activities under the project. In addition, secondary beneficiaries from the Project will also include the 14.5 million urban residents of the five large cities of the Punjab (Lahore, Faisalabad, Rawalpindi, Gujranwala and Multan), which are classified as City Districts.
