The consultancy entail the following:1. Develop a Sector-wide Policy, Institutional, and Regulatory (PIR) Plan for the Gombe State WASH sector, including the following tasks:a. Develop a policy framework for the WASH sector, including policy objectives, targets, and strategies.b. Develop an institutional framework for the WASH sector, including the establishment of relevant agencies responsible for WASH policy and regulation and service delivery agencies responsible for urban, small towns, and rural water supply and sanitation.c. Develop a regulatory framework for the WASH sector to ensure the quality and sustainability of water supply and sanitation facilities.d. Develop an implementation roadmap for the PIR plan, including timelines, budgets, and monitoring and evaluation mechanisms.2. Conduct stakeholder consultations to inform the development of the PIR Plan, including the following tasks:a. Identify and engage relevant stakeholders in the WASH sector, including government officials, civil society organizations, development partners, and private sector actors.b. Organize and facilitate stakeholder consultations to gather input and feedback on the PIR Plan.
