This includes over 400 airport traffic control towers, hundreds of radar and communications facilities, and a complex network of thousands of sites and more than 71,000 pieces of equipment that allow pilots to navigate, stay aware of changing weather conditions, and keep in constant contact with ground-based air traffic controllers. On average, about 50,000 flights carrying close to 2 million people use the National Airspace System (NAS) every day.

Served as an Airport Design & Construction Engineering Manager (Owners’ Technical Officer) for Capital projects and Innovative contract methods (such as CMAR, D-B, JOC) for dozens of construction projects of varying complexity- and cost-magnitude, under auspices of the MWAA Office of Engineering (MA-30), including PROJECT:JOURNEY — a $500MM Terminal Redevelopment at Reagan National Airport DCA; and taxiway & apron pavement strengthening at Dulles Intl Airport IAD to handle loads from the new Airbus A380 wide-body aircraft, the world's largest passenger airliner. (Planes, Trains & Automobiles) | The Airports Authority operates a two-airport system that provides domestic and international air service for the mid-Atlantic region. In addition to operating Reagan National #DCA and Dulles #IAD, the Airports Authority is responsible for capital improvements at both airports, as well as the daily operation, maintenance and control of the Dulles Toll Road #DTR where tolls collected are used for operation, maintenance and improvements in the Dulles corridor, and to fund a portion of the construction of Metrorail in the Dulles corridor. The Airports Authority extended the WMATA Silver line Metrorail to Dulles Airport and Loudoun County.

During a 10yr Career for the State of IL, I held Signature Authority for delivering on dozens (yearly) of Design & Construction contracts of varying magnitude for all aspects of project management on Tollway, Oases (Rest Area), Facilities and Intelligent Transportation System (ITS) design and construction management for the state agency. As an IL-PE, I was an Integral member of a highly visible 12yr, $15+ billion Congestion Relief Program designed to reduce travel times on the Illinois Tollway. Projects included pavement and bridge reconstruction; converting 20 mainline toll plazas to Open Road Tolling (ORT); and upgrading Oases with public-private partnership interests. Additionally, I was a member of the ISTHA Systemwide "Upon Request" Team where Agency-critical projects are Delivered.

Member of constructability-in-design team to produce Master Specifications and Special Provisions, anticipated Project Schedules, Quantity Take-offs, and Design Plans for new 9L/27R runway as part of the O’Hare Modernization Program (OMP). Major responsibilities include authorship of 4-Volume master contract specifications; oversight of LEED-accredited sustainable design; conducting plan, specifications and estimates (PS&E) review; utilities coordination and construction phasing issues.O'Hare Runway Designers, LLC (ORD, LLC) provided Lead Engineering Design Services for Runway 9L-27R, the first of the new runways of the O'Hare Modernization Program at O'Hare International Airport. Runway 9L-27R is a new 7,500 foot long, 150 foot wide, Group V-capable Cat II/III runway, which opened on November 20, 2008. The project included a parallel taxiway and associated high-speed exits, a runway and taxiway underdrain system, pavement markings and NAVAIDS systems. The project was executed while the airport remained at full operation.

Responsible for leading over 120 engineers and technicians located nationwide for coordinated testing on a wide array of proprietary transportation products. Implementation oversight of several NCHRP research projects related to the program. Serve as advisor to many AASHTO committees for specialized engineering subject areas such as Value Engineering (VE), Winter Maintenance Operations policy and national Transportation Technology Transfer.
