Advise the Governor regarding the development of economic, professional, cultural, educational, and governmental links between the Commonwealth of Virginia, the Latino community in Virginia, and Latin America.Undertake studies, symposiums, research, and factual reports to gather information to formulate and present recommendations to the Governor relative to issues of concern and importance to the Latino community in the Commonwealth.Advise the Governor as needed regarding any statutory, regulatory, or other issues of importance to the Latino community in the Commonwealth.

In this selectively manned Intelligence Community position, he prioritizes and drives NRO engagements with Department of the Air Force and other key organizations while integrating, demonstrating and training USAF customers on NRO capabilities, products and services from the strategic to the tactical level of warfare. Educates current and future Air Force leaders on NRO equities and enables the sharing of requirements, technologies and methods to improve mission effectiveness and improve warfighter lethality across the full range of military operations. Created the first NRO Big Data Forum; an event that has become the premier warfighter’s nexus at the TS//SI/TK//NOFORN level bringing Senior leaders and operators across the U.S. Government and Industry to discussed, identified, and partner on solutions on Artificial Intelligence, Machine Learning, Data Science, Automatic Target Recognition, Activity Based Intelligence among other topics in order to meet Joint All-Domain Command & Control (JADC2) requirements.

In this selectively manned interagency position, he monitors and conducts assessments within and among the NCCS Components on a continuing basis, and facilitates NCCS Component integration in accordance with National Security Presidential Directive 28. Provided the President of the United States (POTUS) an annual report approved by the Secretary of Defense (SecDef) on the status of the Nuclear Command and Control System (NCCS) across seven U.S. Government Departments and Agencies IAW the National Security Presidential Directive 28. Facilitated the integration and collaboration of NCCS components among U.S. Interagencies, Allies and Partners. Monitored and assessed the Integrated Tactical Warning and Attack Assessment (ITW/AA) mission area among the NCCS components. Authored three consecutive annual reports to POTUS providing key insights on the condition of the NCCS. Performed studies of the NCCS and Space Enterprise per direction of the Commander of U.S. Strategic Command culminating in the identification of key findings and gaps in the ITW/AA System during an End-to-End review of the NC3 mission area. Recommended improvements were accepted by the SecDef and funding was secured throughout the FYDP to recapitalize a sophisticated $1B system. Drove the creation of a new Secretary of the Air Force’s Action Plan, as the Principal DoD Space Advisor, in response to the evaluation of over 400 POTUS and Congressional tasks of the Defense Space Control mission area.

Led policy, readiness, training, deliberate and crisis action planning for Air Force Space and Cyber forces world-wide. Managed the Status of Resources and Training System, and the Air Expeditionary Forces deployment and tasking orders for two Numbered Air Forces, 834 units, and over 40K personnel from the Regular Air Force, Air Force Reserves and the Air National Guard. Architect of new Commander of Air Force Forces framework at Headquarters Air Force Space Command transforming the command to an operational organization. Implemented concepts, developed procedures and briefed 4 Star General Officers in command of Space and Cyber forces on a weekly basis on all operational matters involving tactical units and personnel world-wide. This change was approved, trained, exercised and fully functional in less than two years securing the reliability of over $3B in Space capabilities in the most critical transition and operational tempo in decades.

Senior Air and Space strategist in direct support of operations for 25,000 military personnel in Iraq and Afghanistan. Led the developed the first-ever Combined Forces Air Component Command’s (CFACC) Space Staff Estimate in support of Chairman of the Joint Chiefs of Staff Warning Order. Authored a new Commander of Air Force Forces’ plan to mitigate Electro-magnetic Interference reducing attribution and resolution from days to hours. Plan was approved by the CFACC and integrated in the Air Tasking Order to protect Remotely Piloted Aircrafts with 100% effectiveness in securing signals of interest.

Contracting Officer Technical Representative and government POC for the command’s $47M+ Advisory and Assistance (A&AS) contract in the Special Access Program (SAP) portfolio; led 55 government, 43 contractors and 13 Federally Funded Research and Development Centers (FFRDC) teammates in performing over 3,850 critical tasks with over 390 delivered ahead of schedule. Facilitated the System Program Office with focus areas such as Science, Technology, Research and Development. Formulated a funding strategy, analysis and re-baseline of the Program Element in respond to Resource Management Decision 802 signed by the SecDef. Identified efficiencies in A&AS contract to mitigate sustainment shortfalls due to the government continue resolution and sequestration saving over $2.5M to the organization.

Supported Commander, U.S. Strategic Command’s effort to create and maintain strategic Operation Plans and Contigency Plans for Space operations. Provided Space mission expertise to plan, integrate and synchronize real-world and exercise Course of Action (COA) and Concept of Operations (CONOPS) development. Authored first-ever CONOPS for the Command and Control of Space Control effects. CONOPS met Vice Chairman of the Joints Chiefs of Staff’s intent, and was approved and implemented by Commander, USSTRATCOM for world-wide Special Technical Operations. Developed a team of over 200 subject matter experts between 14 different government organizations across all time zones in response to a POTUS order to destroy an uncontrollable satellite re-entry threatening populated areas across the world. Led first-ever networking process to communicate and delegate tasks in order to develop an actionable plan with all the stakeholders. The plan (Operation BURNT FROST) was approved by POTUS and the U.S. Congress leading to a 100% effective intercept and destruction of the satellite in orbit while mitigating Space debris and without violating international law or National policy.

Authored first real-world Space Control CONOPS for Commanders U.S. Central Command and U.S. Central Air Forces. Answered Multinational Forces-Iraq and the Government of Iraq’s request to reduce sectarian violence. Lead architect of innovative new non-kinetic tactics, techniques and procedures across the Joint Operations Area. This classified operation was approved by POTUS and SecDef and assessed 100% effective.

Provided Pacific Air Forces (PACAF) warfightrers the skill, technology, and structure to ensure Space and Information Superiority was available in peace, war and contingency operations. Led, developed and implemented doctrine, policy, strategy, and guidance to integrate National Technical Means with the Department of Defense’s Space capabilities, tactics and procedures, Information Operations (IO), and Special Technical Operations (STO) into all aspects of PACAF activities. Liaised with Joint, Service, and Interagency organizations to manage Space, IO and STO program initiatives. Established baseline and augmentation requirements for Space personnel and equipment supporting the PACAF Air Operations Center and recommended Command and Control relationships between Air, Naval, Land and Special Forces components in support of U.S. Pacific Command Theater Missile Defense initiatives and Humanitarian operations.

Directed the employment of world-wide joint Space Control resources to provide space surveillance and protection support to the National Satellite Program and Special Technical Operations community. Enhanced space support to operational warfighters, theater commanders, and cabinet-level decision makers by providing timely warning and Space event data. Supervised day-to-day Unified Space Vault operations, and orbital safety for National Technical Means. Responsible for the training, evaluation, and scheduling of all NORAD and USSPACECOM personnel assigned. Executed NORAD/NORTHCOM’s aerospace warning, attack assessment and domestic threat warning missions.

Second in command of an eight-person multi-service/bi-national crew. Exercised operational control of a multi-billion dollar world-wide system of Space sensors to provide real-time warning of missile attacks against North America and U.S. forces deployed world-wide. Briefed NORAD and USSPACECOM Command Directors on warning of missile and space launches. Supported U.S. and Russia agreement to reduce the risk of Nuclear War by providing data and preparing daily system performance reports. Supported POTUS & Prime Minister of Canada with threat determination for Air, Missile and Space events world-wide.

Operated, secured, maintained & supported 150 ICBMs, 15 Launch Control Centers & over 215 combat crew members. Responsible to POTUS and Commander, U.S. Strategic Command for the offensive employment of over $3.3B in weapon system assets. When directed, assumed command of all the Wing’s (organization) strategic assets used in the day-to-day deterrence mission and during emergency/war time environments. Trained, evaluated and, developed and implemented procedures to ensure the proficiency and operational effectiveness of all the personnel assigned to the organization.

Initial prerequisite career field training for officers in the basic knowledge needed to perform the duties associated with the space and missile operations career field (13S1X). Includes an initial background in technical information in orbital mechanics, space environment, communications, sensor fundamentals, organizations, and history. The students then receive instruction in the five mission areas: satellite command and control operations, spacelift operations, missile crew operations, space control operations, and space warning operations. Graduates of this course are awarded an entry-level space and missile operations AFSC.
