• Assist in the delivery of VDOT's Signals & Arterial Systems Program, with a concentration on traffic signal operations and arterial management.• Develop statewide policy, guidance and best practices needed to plan, design, operate and maintain the statewide traffic signal system.• Develop and measure the performance of the traffic signal and arterial systems to ensure alignment with VDOT program policies and vision on transportation mobility and safety.• Establish best practices for the operations of signals and arterials to accommodate bicycle, pedestrian, transit and other modes of travel.• Advance and maintain statewide consistency in the application of traffic engineering and operational functions and technologies.• Research, develop and implement short and long-range transportation system plans for safe and optimized corridor management using emerging traffic signal and ITS technologies.• Establish best practices for the application of emergency vehicle preemption and transit priority signal control.Additional duties and responsibilities include but are not limited to:• Supervise and train professional and technical staff as well as oversee the work of professional consultants.• Provide oversight of the program area within the Division and Districts to ensure compliance with VDOT, state, and federal policies, practices, guidelines, and specifications.• Evaluate programs and institute changes and procedures as required.• Provide technical expert assistance in assigned areas of transportation engineering and operations.• Manage development of new initiatives related to signals, arterial management and other traffic operations special projects.

 Advanced Transportation and Congestion Management Technologies Deployment (ATCMTD) Project. Congestion Mitigation and Air Quality (CMAQ) Project. I-24 Smart Corridor Project. Assists in the development and delivery of standards, policies, procedures and systems for traffic signal and ITS infrastructure. Works in the design and deployment of the City’s Traffic Management Center (TMC). Oversees and performs project feasibility studies. Coordinates and performs on-site inspections of projects. Consults and advises contractors on interpretation and enforcement of construction contract provisions. Assists in the management of federal grant applications. Interprets local, state, and federal regulations affecting municipal projects. Assists in the management and operation of the city’s central signal system.

 Actively engaged with the $85M worth I-24 Smart Corridor project particularly respond to RFI by designer, inspection and tracking of ITS device’s deployment, WO initiation, monthly status meetings, review the design, and support the leadership team with collecting and summarizing contractual information.  Oversee the project deployment process for ITS maintenance projects let to construction to ensure all TDOT deadlines are met. Actively engage with the progress of active deployments and construction projects to ensure Construction Engineering and needed ITS technical support is provided.  Document and update the ITS project’s execution, monitor and controlling, and closing phases. Approve invoices and ensure expenditures are within allocations. Solve any conflicts arises between contractor and TDOT because of payment. Utility conflict review, ITS Project Quantity estimation, fiber optics testing evaluation, ITS Design, and RFI review.  Developed and manage the RFI, RFQ, and RFP process of the ITS Software procurement in compliance with procurement policies. Authorization and tracking of Work Order (WO), WO addendum, WO amendment, No Cost Time Exception (NCTE) requests. Developed and update the ITS Smartway network report, project timeline report, and maintenance contract budget information.  Lead the Connected Vehicle’s (CV) On-Board-Unit (OBU) configuration, testing, inspection, and field verification.  Update and make the necessary revision of Special Provision (SP725) specifications. Inspect and update the QPL process. Provide critical decision on the technology evaluation and project review. Collect the technical requirements and develop the scope baseline for the ITS devices (CCTV video footage storage requirement, data warehouse configuration, TMC Video Wall, and Spare parts inventory). Monitor, track, and management of all ITS assets including CCTV, DMS, RDS, HAR, RWIS, Fog Sensors, OVDH, Wall Monitor, Swing gate, etc.

 Monitor and support the annual preventative and unscheduled maintenance of TDOT ITS Smartway at Knoxville (amount: $8.4M), Chattanooga (amount: $3.8M), Nashville (amount: $6.9M), and Memphis (amount: $7.2M).  Support ITS research project by Vanderbilt University (Research Grants: $95,950.13).  Developed ITS Cable Management Software Architecture to track underground cable locations, connections, maintenance, performance testing, and cable installation projects. Developed ITS Asset Management Software Architecture to track ITS devices performance, maintenance, location, and renaming convention. Support the development of an upgraded ITS asset management database for efficiently tracking the system performance, maintenance inventories, device failure percentage and contractor maintenance activities with a deployment project. Designed the Highway Advisory Radio (HAR) relocation in Nashville. Developed Google Earth 3D ITS roadside infrastructures map to navigate the devices in I-24 smart corridor project.  Assist the fiber optics testing evaluation.  Flew the DJI Inspire 2 drone to monitor landslide, CCTV camera view, and recording the field test of Autonomous Truck Mounted Attenuator (ATMA) which is the next generation of driverless technology in roadway construction work zone safety. Use the MS Project timeline to update projects timeline information using data from PPRM and the existing Excel file. Support the advertisement for a Request for Information Process, evaluation and recommend selection for the software product. Establish familiarity with the Construction Special Provision P725, Maintenance Special Provision P725, QPL process and items, and submittal process including creating matrices, review, and approval. Present Solutions to the ITS Working Group and attend progress meetings for construction and maintenance contracts.

 Grading and teaching the following subjects:Design of concrete structure, Mechanics of Materials, Engineering Materials, Pavement Design, and Design of Steel Structure. Supervised the following labs each of average 15 students:Shear strength test of bolts using 60 tons Tinius Olsen,Mini Lab F Deflection of a Non-Symmetric Beam,Shear center and deflection of C section, Impact test, and CBR test.
