★ The Turkish Academic Network and Information Centre (ULAKBIM) was founded as a R&D Facility Institute of TÜBİTAK in 1996. ULAKBIM’s main objectives have been set as operating a high speed computer network enabling interaction within the institutional elements of the national innovation system, and providing information technology support and information services to help scientific production. ULAKBIM aims at providing technological facilities such as computer networks, information technology support, and information and document delivery services, to meet the information requirements of universities and research institutions, and to increase the efficiency and productivity of their end users. ULAKBIM consists of National Academic Network (ULAKNET) Unit, which undertakes the task of formation and operation of research and education network infrastructure in Turkey, and Cahit Arf Information Center, which provides information and document supply services nationwide.★ ULAKNET provides network services always one step ahead of the expectations of its users, made up of 100.000 lecturers and research assistants, and more than 2.500,000 higher education students. As well as operating the national research network infrastructure, ULAKBIM also coordinates nation-wide grid activities and operates national grid-based high performance computing (TR-Grid-HPC) e-infrastructure. By recognising the significance of research networking, Network Technologies Department also provides R&D networking platform for innovative demand from the researching elements of national innovation system. ULAKNET has been trying to provide a solid background for a continuous, country-wide, competitive, overall development of the IT sector in Turkey since the foundation of ULAKBIM. The non-profit structure of ULAKBIM applies a well defined AUP , and also the coverage of the user community is strictly restricted by clear rules stemming from the research networking behaviour.

HP-SEE, High-Performance Computing Infrastructure for South East Europe’s Research Communities will link existing and upcoming HPC facilities in South East Europe in a common infrastructure, and it will provide operational solutions for it. As a complementary action, the project will establish and maintain a GÉANT link for Southern Caucasus. The initiative will open the South East European HPC infrastructure to a wide range of new user communities, including those of less-resourced countries, fostering collaboration and providing advanced capabilities to researchers, with an emphasis on strategic groups in computational physics, computational chemistry and life sciences. HP-SEE receives EC support through FP7 under the "Research Infrastructures" action.WP7, leaded by Murat Soysal, has a specific aim on running the network connections from the NRENs in Azerbaijan and Armenia to European Academic Network (GEANT).

He co-ordinated the Black Sea Interconnection (BSI) project which was funded by EU under FP7.BSI (Black Sea Interconnection) project intended on bridging the digital divide between the South Caucasus countries and Europe by establishing a regional research and education network in the South Caucasus and connecting it to GÉANT2. The project involved development of strategies for interconnecting the existing infrastructures in the region, realization of the connections and supplying operational support for the established network. During the project E-3 links with 34 Mbps capacities were established between GRENA (NREN in Georgia), AzRENA (NREN in Azerbaijan) and NAS RA (NREN in Armenia) and these links were operated for 18 Months. The existence of interconnections between the South Caucasus countries and connection to GÉANT2/3 with reasonable capacities enabled introduction of new services to the region and this was an important step towards the integration of the scientific potential in the region with Europe. This project is co-funded by European Community and participating countries. The project had 33 Months duration and the total effort spent during the project was around 120 man-months. The approximate budget of the project was around 1.9 Million Euros 1.4 of which was the EU financial contribution.www.blacksea-net.eu
