Reporting to the Roading Divisional Manager, I was responsible for the operations and management of the surfacing (chip seal ans asphalt), road maintenance, laboratory, environmental services, road marking and asphalt plant divisions of City Care. This involved 8 direct reports and responsible for up to 100 field staff, including customer service, assigning staff and plant, project coordination, financial performance of each division to ensure compliance with Company H&S, quality and environmental standards and procedures.Prepared monthly Board reports for each divisionincluding financial, staff, plant, H&S, and environmental matters.Preparation of annual financial budgets including p[lant requirements for each division and upon approval of the budget, prepare capital expenditure reports to obtain approvals for plant purchases.Carry out annual staff appraisals and performance reviews, identifying training needs and making recommendations to Divisional Manger on performance remuneration.Dealing with staff disciplinary matters - arrange meetings, discuss issues with affected parties - issue warnings or action dismissal proceedings.Major Tendering Acheivements :Contributed to the successful tendering for roadmarking and sweeping components of the NMC won in 2004.Contributed to the successful tendering of the NCMC won in 2011.Successfully priced and tendered sweeping contracts underetaken in Timaru as subcontractor (2003-2008), Ashburton sweeping (2004), NZTA ChCh hybrid (2006), Banks Peninsula CCC (2008) and SDC (2010)

Managed the implementation of roading and construction projects including consultation, design and supervision in accordance with CCC Roading Projects Process.Prepared the advanced carriageway chip sealing, surfacing, smoothing and footpath programmes for inclusion in the Council's annual roading programme.Supervise and administer physical works contracts of major road construction, kerb and channel renewal, safety improvements and Community Board funded projects.Provide written reports and present them to the Community Boards on projects requiring their input, acceptance and approval.

Preparation of project quality plans, offer of services, briefs and budgets for roading projects.Preparation of project feasibility reports and engineering assessments including economic analysis of roading projetcs using NZTA Project Evaluation Manuals.Design and preparation of working drawings, quantity schedules, cost estimates, specifications, contract documents and reports for road realignments, bridge approaches, road shape correction, intersection improvements in accordance with NZTA and Local Authority standards.Preparation of seal designs including sand circle investigations, analysis and reporting of them.Undertake on site supervision of reseals for NZTA, certifying work completion and approving claims for payment.
