Murray Raff is the Senior Legal Policy Advisor in the Climate Justice Unit of the Federation of Community Legal Centres, working with the Leads of that unit to (1) support Community Legal Centres in their assistance to clients who have been affected by climate change impacts, such as bushfire and flood disasters, (2) develop legal policy responses to climate impacts that we anticipate, such as extreme heatwave conditions, and (3) develop legal policy and methods to control Greenhouse Gas emissions in line with Paris targets.Murray is also an Emeritus Professor in the Canberra Law School at University of Canberra, a Visiting Fellow at the Australian National University, with particular connection to the Centre for European Studies, a Guest Academic at the University of Melbourne and a Visiting Lighthouse Professor in the Faculty of Law at University of Würzburg in Germany.Murray has retired from UG teaching but continues to research environmental law and property law, especially from an international comparative perspective. In his book, ‘Private Property and Environmental Responsibility – A Comparative Study of German Real Property Law’ (Kluwer, 2003) Murray studied the history and theory of the international model of land tenure administration, also used in Australia, to show how a principle of environmental stewardship could be recognised in property law. Murray's present projects include completion of Vol VI (Property and Trusts) of the International Encyclopedia of Comparative Law.Murray was elected to the International Academy of Comparative Law in 2012. He has visited the Max Planck Institute for Comparative & International Private Law in Hamburg [MPI] on many occasions since 1995. He is the editor of the Property Law volume of the ‘International Encyclopedia of Comparative Law’ – a project fostered by the MPI.Murray has taught International Comparative Law, Environmental & Planning Law, Property Law and Administrative Law at undergraduate and post-graduate levels. He has supervised many post-graduate and Honours research projects.Murray was a founding member of the Environment Defenders Office (now Environmental Justice Australia) in Melbourne, a Community Legal Centre that assists in environmental law cases, serving on its board 1992-2006 and chairing the organisation 2000-2006. Murray has worked in the law schools of Monash University, Melbourne University and Victoria University, and the Law Reform Commission of Victoria. Murray has also worked in legal practice is enrolled as a Barrister & Solicitor of the Supreme Court of Victoria.
