Dr. Murray N. Ross is (retired) Vice President and Director of the Institute for Health Policy at Kaiser Permanente. An economist by training, he has 35 years of experience as a health care finance and policy leader, with expertise in synthesizing and communicating the practical implications of market developments and public policies. He teaches a health policy elective at the Kaiser Permanente Bernard J Tyson School of Medicine and continues to speak to domestic and international audiences on a range of health care and health policy topics. Dr. Ross served on boards for several influential academic and non-profit organizations such as the Institute for Clinical and Economic Review, the Network for Excellence in Health Innovation, and the Canadian Foundation for Healthcare Improvement. Prior to Kaiser Permanente, he served as the executive director of the Medicare Payment Advisory Commission (MedPAC). Dr. Ross also spent 10 years at the Congressional Budget Office, leading the team that scores proposed health legislation during the last three years of his tenure.
