-Assured that financing and reporting procedures, conform with USAID’s financial and program reporting systems and with the requirements and limitations of U.S. Government and Cooperating country laws and regulations, are fully considered and set forth in grant projects and contract agreements based upon internal control reviews, analyses of accounting reports and alerted the Controller to problem areas.-Program/project design and implementation USAIDs different programs/projects in under different portfolios and performed monitoring and evaluation of those programs/projects.-Supervised the process of closing 100+ open audit recommendations annually.-Managed to decrease open commitments by 50%, reprogrammed unused obligations worth $20 million by conducting the quarterly financial reviews.-Conducted the first-ever financial management workshop for all USG implementing partners (120 participants)-Provided financial management advisory for US Government officials and their staff and also lead a team of 9 financial analysts.

Managed USAID’s Infrastructure, Education and Gender portfolios of around $2 Billion in 40+ projects.Conducted 10+ financial/budget reviews of the USAID implementing partners which resulted in fewer audit findings and minimized fraud risk by 50 percent.Developed payment procedures for paying the bills of implementing partners through the host country, which reduced payment time from 120 days to an average of 45 days.Implemented asset verifications project worth $2 million dollars for Afghanistan's state-owned utility management enterprise.

Developed Budget execution reporting system, to provide regular updates on budget execution and overall program implementation to MCN management.Conducted workshops, presentation, and prepared training materials for both fianance and procuremnt directorates employees within MCNDeveloped budget making, budget execution and reporting manual for MCN, according to the GoA requirements. Developed procurement manual for MCN according to the lawAssist and prepared and submitted 1388 National budget of MCN to MoF.Assist and prepared 1388 procurement plan for MCN /Services Dept.

• Ensure the efficient, effective, and timely provision of treasury SDU operations service and functions are carried out according to the laws, regulations, due guidance of the GoA and requirements of donors such as ADB , World Bank UN , USAID etc.. • Review and Verify all the payments request that have been received by the SDU in accordance with the procedures laid down in the SDU procedure and Government Financial Manual and Donor agreements.• Verifying if advance payments are acceptable from the Grant/loan financed by the donors.
