• Prepare quarterly performance monitoring plans including target outputs, performance indicators and timing for data collection. • Design and prepare checklists and protocols/questionnaires for collecting field data. • Organize and conduct all scheduled project monitoring data collections on outputs under each sub component in each district in a timely manner. • Design and update project databases to capture and analyze monitoring and evaluation data.• In liaison with monitoring staff of Project Implementation Units and District Planners, collect all project implementation units and district reports and monitoring data. • Review the accuracy, validity, completeness and consistency of all field data before entry/consolidation. • Liaise with Monitoring Officer to summarise physical output data under each sub component for reporting. • Consolidation of annual work plans and provision of feedback to districts. • In liaison with the project monitoring unit monitoring officers consolidate monthly and quarterly outputs and determine faltering districts for attention by management. • Regularly liaise with District Statisticians/Planners, Ministry Management Information System Officers and other stakeholders during collection, validation and evaluation of data and reporting.• Integrate project data into the sector Management Information Systems of the Ministry of Water and Environment and Ministry of Agriculture, Animal Industry and Fisheries.
