Nancy Baker is the Director of Homelessness Data Collection, Analysis and Reporting Division within the Department of Employment and Social Development Canada (ESDC). Nancy has over 20 years of experience in the Federal Government in policy development, data collection and research project implementation as well as funding programs management. To support the mandate of the Sectoral Initiatives Program, Nancy chaired major steering committees that supported the development of labour market information, national occupational standards, and to address skills shortages in strategic sectors of Canada’s economy. Nancy led the development of regulations with respect to the Canada Labour Code Part II, Occupational Health and Safety. For the last 8 years, she is working for the homeless sector leading the data collection and analysis initiative this include the first national point-in-time count implementation. She also supported the last Homelessness Strategy as well as the renewed Reaching Home with a focus on an Outcome base approach by leading the community engagement strategy as well as implementing a data driven culture.

Key activities include: the HPS website (www.esdc.gc.ca/eng/communities/homelessness/); a questionnaire to designated communities; national workshops (10); several outreach events; co-sponsoring projects; setting up kiosks at various conferences; the HPS Bulletin (four per year); periodic Emails to inform HPS communities of the latest news.• Manage the development of an approach to standardize community homeless counts across Canada.• Establish and maintain relations with the HPS designated communities, academics and service providers through effective consultations and communications. • Collaborate closely with several departmental key players: Communications, Corporate Web, Finance, Contracts, ADM office, ATIP.• Lead management approach to implementation information for the division.• Collaborating closely with the Inuit community to support Northern communities in implementing a Housing First systems approach. • Establish and lead the Aboriginal Working Group to develop a workshop on Housing First and Community snap shot for the HPS website specific to its needs.• Ensure that performance agreements are in place for each employee, and manage the budget.• Supervise the development of the HPS Sharepoint site and share the project with other Divisions.
