As the Director of Human Resources at the US Railroad Retirement Board, I lead, direct, and implement effective HR management strategies, principles, and goals for a Federal agency of more than 800 employees. I have over 25 years of experience in the HR field, spanning both the private and Federal sector, and I hold a PASC, an MBA, and a JD degree (in progress).My core competencies include Employee & Labor Relations, Performance Management, Federal Benefits, Workforce Management/Planning, and Negotiation. I am the chief negotiator and the main drafter of management proposals for the nationwide collective bargaining agreement with the union. I also oversee the administration of Recruitment & Placement, Workers Compensation, Training & Career Development, and automated HR Operations. Additionally, I am a graduate and a class speaker of the Partnership for Public Service - Excellence in Government Fellows Leadership Program, and the vice president of the Federal Managers Association.
