Served as WSP Project Manager in the Joint Venture providing General Engineering Consultant (GEC) services to MDTA for the replacement of the 2-mile long Harry M. Nice/"Mac" Middleton Bridge spanning the Potomac River between Maryland and Virginia. In this role, I led the development of performance-based design objectives; oversaw project activities including development of the design-build RFP, procurement process, and project construction; and managed scope, schedule, and budget of multiple concurrent projects. Served as highway resiliency technical lead for WSP USA. Trained and advised nationwide in implementation of performance based design and innovative project delivery. Member, TRB Subcommittee on Context Sensitive Solutions.

Provided leadership, direction, and support to a team of senior managers, scientific, and engineering experts in diverse functional areas including the agency's research office, training services, and engineering policy development. In this role, I led committees and work groups with membership from multiple operational areas within the agency to support innovative agency initiatives, define agency policy objectives, develop integrated work plans and strategies, align goals with agency and state priorities, and oversee implementation. Launched a new organizational division and successfully acquired funding to establish a new training office and a Knowledge Management function for the agency. Led the implementation of practical design reform at WSDOT. Mobilized resources enterprise-wide to promote innovation and transform the WSDOT planning and project development process, overhaul design guidelines to increase flexibility, and reduce the cost of projects. Represented the agency in briefing local, federal, and state legislative members, committees, and staff. Member, AASHTO Subcommittee on Design and AASHTO Technical Committee on Environmental Design.

Managed scope, schedule, and budget of the $3.5 billion multimodal, bi-state, Columbia River Crossing bridge and highway reconstruction program. Provided direction and support to a 100-member integrated GEC project team with staff from two state transportation agencies, two transit agencies, and more than a dozen consultant organizations. Brought project to design-build readiness pending legislative funding. Served as WSDOT lead, completed NEPA, FTA New Starts, financing package including tolling, permitting,. Member, AASHTO Subcommittee on Design.

Provided direction and support to 200 staff in nine functional areas including Project Development, Design Policy and Standards, Real Estate, and Consultant Services. Pioneered WSDOT’s planning for effects of severe weather caused by climate change on transportation facilities.
