Certified EEOC investigator, conducted close to one hundred investigations of allegations of employment discrimination in violation of Title VII of the Civil Rights Act 1964, collecting documentation, and analyzing evidence. Contact tracer through National Opinion Research Center (NORC) for Maryland Department of Health during COVID-19 pandemic. Interviewed hundreds of MD residents who tested positive for or were exposed to the virus to collect and provide public health data and information

Established, implemented and administered component of statewide indigent defense agency charged with selecting, training, compensating and monitoring the performance of private attorneys who provide legal representation to over 100,000 clients annually.

As part of start-up team, developed, implemented and administered contracting attorney component of nationwide legal service delivery system which ultimately covered over 700,000 eligible members who were employees and retirees represented by UAW.
