In 2020 and 2022 through June 2023 I served as a consultant to the California Department of Social Services on early care and education. I provided advice and facilitated engagement on historic Rate Reform efforts with a strong focus on disrupting policies rooted in historical racism, sexism and bias. In 2020 I provided advice on the Transition Planning including development of the Stakeholder Listening sessions and met with advocates. In addition, I provided technical assistance on issues related to COVID and childcare.In 2018 and 2019, I worked as a Consultant with the California Assembly Blue Ribbon Commission on Early Care and Education. I worked with the Assembly Speaker's staff and Commissioners to envision and implement a system ensuring equity, opportunity and the development of all our children, strengthening all our families, supporting and fairly compensating the entire work-force and building strong communities and a forward moving state. My previous project was coordination of a two day convening in January 2017 of child care and child welfare advocates, service providers, parents, foster parents, parenting foster youth and parenting non-minor dependents. The goals included building cross-sectional knowledge and understanding, identifying possible shared policy goals and building political will to grow access for all California children to quality child care and early learning programs.

Staff to the Senate Select Committee on Women and Inequality and provide analysis on issues related to poverty, increasing opportunities for children, early care and education and a variety of issues related to the California state budget.

Responsible for directing an advocacy organization that uses legal tools to develop child care opportunities for all children and families. Responsible for overall direction, strategic planning, fund development, facilitation of the work of the Board of Directors, fiscal oversight, staff supervision and implementation of direction and board policies and strategic priorities.Responsible for the development of CCLC strategic advocacy priorities to effect child care and preschool systems change and establish linkages; development of state policy agenda; primary representative for state and national collaborations; development of collaborative opportunities; and national advocacy participation.Responsible for state advocacy on budget and policy issues including developing and shepherding legislative and budget proposals; analyzing proposals developed by the Administration, Legislature and other organizations and communicating impacts to a variety of constituencies

Responsible for directing an organization that provides information, resources and support to public interest programs, law students and individuals throughout the state and region. Responsible for overall direction, strategic planning, fund development, facilitation of the work of the Board of Directors, fiscal oversight, staff supervision, and implementation of direction and board policies.Responsible for implementing the Clearinghouse Coordination Project that supports legal services programs in California, Nevada and nationally on legal services initiatives, funding, technological development, and other issues;;Responsible for advocacy on behalf of California LSC funded programs with members of the United States Congress including development of long-term strategy; responsible for direct contact with Congressional offices, organizing local district support, public presentations, developing and managing the statewide Alert Network, developing written campaign materials and press relations.

Directed a program that provided free civil legal services to more than 2,500 low-income clients annually; developed overall agency direction and policy with the board and staff; managed the strategic planning process; directed the assessment process and installation of new technology; facilitated the work of the Board of Trustees; fostered improved relations with local Bar Associations and significantly increased CCLSF involvement with client and community organizations; managed $850,000 annual budget: administered grants including LSC, IOLTA and other funders; worked with Board to develop new funding sources including a private bar campaign.

Coordinated program delivering pro bono legal services to more than 1,000 people annually. Responsibilities included development of volunteer attorney base; supervision of staff; management of budget; monitoring of IOLTA and other grants; and development of relations with community organizations. Initiated countywide consortium of legal and social service providers and related community organizations to improve access for clients, communication among providers and long term community-wide planning.
