As Director I was hired to design, development and implement a "state of the art" public sector leadership development initiative. I approached this as a large systems change initiative instead of as a training program. Over the course of the last 7 years, the County culture has shifted from a holding company of 40 silos to a single organization that is networked and interconnected through both the work and the relationships. The County is well on its way towards successful succession planning and is gradually becoming a 'learning organization'.
