Served as Acting Assistant Executive Officer from January 23 to July 23, 2012. I directed staff in strategic and finance planning processes and oversaw contracting and human resources efforts. As Program Manager, I plan, organize and lead projects that support the Conservancy. I managed the production of the agency's Strategic Plan, wrote the Implementation Plan, and manage the Delta Dialogues, and interest-based policy discussion about Delta issues.

I was staff to a cabinet level committee, the Delta Vision Committee, and the Delta Vision Task Force. I was instrumental in producing the Delta Vision Strategic Plan, a staff report about Delta conveyance projects, and several environmental documents, including the 2000 Programmatic Environmental Impact Statement/Environmental Impact Report.

Planned, led, and organized the workload for three research writers in support of the Department of Water Resources' report writing and publication needs. I advised and made recommendations to Executive staff regarding publications and research needs.

Planned, organized, and lead collaborative efforts with technical and policy staff to produce various departmental and environmental publications. I developed an in-house, peer training program for the department's writers and taught the department's "Effective Writing" course.

Under the direction of the department's Assistant Director for Legislation, I helped to plan, coordinate, and implement the department's legislative program. I was the first non-attorney allowed to write bill analyses, enrolled bill reports, and signing or veto messages. I later went on to become the assistant to the chief of the Program Control Office in the Division of Design and Construction.
