The County Workforce and Economic Development Division in partnership with the Orange County Workforce Development Board (OCWDB) is responsible for administering federally funded Workforce Innovation and Opportunity Act (WIOA) grants, programs, and services in Orange County. WIOA is designed to help job seekers access employment, education, training, and support services to succeed in the labor market and concurrently to match employers with the skilled workers they need to compete in the regional/global economy.

Public sector experience spanning over a decade, working with large-scale programs, competitive grant administration, and compliance with federal and state mandates. Skilled in leveraging resources to develop innovative initiatives, build partnerships, and create equitable, sustainable programs that meet community needs.OCCR: Workforce and Economic Development Division, Orange County Workforce Development Board (Current). Responsible for managing multi-million-dollar WIOA funding, overseeing the operation of local one-stop centers, and delivering comprehensive workforce services. Primary author of inaugural Regional and Local Strategic Plans, coordinating 32 stakeholders across industries. Contributor to the Workforce Indicators Report in collaboration with OCBC. Managed full-cycle RFP processes, from grant writing to vendor procurement and oversight, ensuring effective grant allocation and community impact.OCWR: Strategic Projects, Business Services. Awarded Employee of the Year for team development of a green initiative and Senate Bill 1383 implementation. Focused on community composting, food recovery, mandatory organic waste collection, and statewide methane emissions reduction efforts.OCSD: Office of Continuous Improvement (Hutchens/Barnes). Last Administrative Manager in this office, housed in the S.A.F.E. Division. Led the development of a five-year strategic plan across 22 Commands. Focused on fostering a culture of continuous improvement, emphasizing the review and enhancement of administrative and operational systems.OCHCA: MHSA Innovations, Behavioral Health Services. Primary author of the Integrated Health Services White Paper. Designed and evaluated innovative mental health practices through MHSA Innovation programs, focusing on learning and best practice development.
