The CSAC Finance Corporation is a (501(c)(4) dedicated to providing value-added products and services to California’s local governments, their employees and retirees.) and CalTRUST is a Joint Powers Authority (JPA) created to allow local agencies in California to pool their assets for investment purposes.)Reported to the Boards of Directors of both entities. Oversaw $4.5M in public employee retirement, public finance, cooperative purchasing, retirement and healthcare programs in addition to a pooled public investment program with $2.5B in assets. Brought in to rejuvenate and stabilize three of the largest programs which were threatened by legislative attacks, declining budgets and strained relationships. Stabilized revenue after several years of decline and turned around programs that had been in distress. Repaired damaged relationships with key partners, reorganized a demoralized staff to align with the new direction and dramatically improved morale. Motivated the diverse and talented Boards of Directors to become more involved, strengthen their commitment to the organizations, and champion new programs for the sake of growth.Provided leadership to a public investment pool valued at $1 billion in assets (which took 10 years to build) and grew it to over $2 billion in 16 months.
