• Study of Nepal Road Standards, Provincial Road Standards, Nepal Rural Road Standards and assist for the preparation of necessary Norms and Specification. • Assist the IDO/PRDO in all technical matters and procurement processing for the project. • Assist the IDO/PRDO to conduct baseline surveys on socioeconomic and transport related indicators. • Assist in preparation of Annual Procurement Plans (APPs) and Master Procurement Plans (MPPs). • Facilitation, guidance and close coordination with IDO/PRDO team in preparation of the engineering designs, estimates, bidding documents for bituminous & rigid pavement road construction works. • Evaluate/ review design reports submitted by the consultants regarding all related with roads. • Close monitoring and follow-up of the progress of the construction contracts under execution of IDO/PRDO. • Assist IDO/PRDO for bid invitation, bid evaluation and awarding the contracts for the proposed contracts, if needed. • Ensure that all the works are carried out in accordance with the designs, drawings and specification. • Assist in preparing Quality Assurance Plan (QAP) of the work activities. • Maintain a permanent record of all measurements of works completed and results of test carried out for monitoring the quality of civil works. • Regularly inspect and check by testing wherever required the civil works and ensure that they are carried out according to the schedule, specifications and drawings specified standards of quality are to meet the desired standard quality of the materials.• Checking the bill of the works submitted by the contractors and recommend them for payments by the IDO/PRDO with the certification that quality of works executed by the contractor are satisfactory • Certify the completion of the works.• Preparing the variation orders and assist the IDO/PRDO in negotiating with the contractor for the implementation of such changes. Prepare necessary documents for approval by the IDO/PRDO.

• Provide support to District Technical Office in the program districts in overall management of the Infrastructure for Rural Connectivity and Growth component.• Provide an opinion and suggestion on Technical Design and Specification of Infrastructure done by consultants.• Prepare Procurement Plan (Master Procurement Plan (MPP) and Annual Procurement Plan (APP)) Annual Work Plan, Detail Financial Plan (DFP) and Progress Report (Monthly, Quarterly and Annual) as well as monthly and quarterly financial report (QFR) for the District.• Support to prepare and finalize the invitation for bid/request to quotation or proposal for works and services, Participate in Evaluation of Bid/Proposal, Review Bid Evaluation Report and regularly update a costed implementation plan for the district for the full program period.• Support to prepare programme documents such as Implementation Plan, Procurement Guidelines and Quality Control Manual.• Assist and advice to the District Technical Office (DTO) on procurement and contract management and administration of works, goods and services• Support the improvement of the quality of infrastructure works carried out including quality control procedures.• Review the IPCs submitted by contractor and users and recommend for payments.• Orient and guide the technical team undertaking the technical functions (Survey, Design, Cost estimate, Construction Supervision etc.) in maintaining quality of works in these activities.• In consultation with the DTO, prepare option for the maintenance of infrastructure and, where appropriate, field test these options using component fund.• Coordinate with other rural infrastructure projects and program in the district to learn and share experience with.• Assist to DTO to develop Budget Plan, Updated Expenditure Plan, Monthly and Quarterly Disbursement Request (DR) and Disbursement Projection (DP).100 km earthen road is upgraded into gravel road.
