Responsible for all aspects of the Minister’s speeches and speaking notes; consulted with colleagues to define the focus and goals of speeches; commissioned substantive materials from officials; negotiated text with official and political levels; structured, wrote and polished speeches. Wrote op-eds and letters to newspapers on the Minister’s behalf. Wrote policy memos on various issues for ministerial and staff deliberation.

Wrote a paper assessing the conceptual and practical dimensions of a rights-based approach to development in order to advance CIDA’s consideration of whether to adopt such an approach.
