Short-term position serving as Senior Legal Consultant to Peer Review Services (PRS). PRS is a small team supporting the review of personnel law complaints by a neutral 3-member panel of the complainant's peers at the World Bank Group. As a consultant, I explained the review process to both managers and complainants. I referred cases to mediation if the parties agreed. I prepared pre-hearing briefs, organized pre-hearing meetings for the panel, and helped guide the panel through the issues to be decided on and the evidence to request. I developed and sent requests for evidence needed to the parties. I supported the panel at the hearing itself by preparing model questions of the parties and witnesses. I prepared the hearing report at the end of the review process.

Washington, D.C.

Advised the Ambassador-at-Large for War Crimes Issues and his staff on effectively integrating efforts with the Department of Defense. Helped craft White House policy on sensitive negotiations for countries at risk of experiencing mass atrocities, including transitional justice strategies for fragile, post-conflict countries. Organized and was part of the 25-person U.S. Delegation to the International Criminal Court Conference, Kampala, Uganda. Result: “Natalie’s ability to understand the most complex national security issues and devise innovative solutions sets the standard for executive branch attorneys” (from performance evaluation).

The Pentagon

Reviewed sensitive U.S. Army actions for compliance with both domestic and international law and policy. Result: “A stellar performer…she did a superb job of balancing commander’s intent with the responsibility to speak candidly on a full range of sensitive issues, and provided responsive professional advice that was consistently informed by law, policy and plain common sense” (from performance evaluation).

Trained twenty attorneys to prepare written pleadings and present oral arguments on behalf of the United States in appeals by soldiers convicted of crimes at military trials. Result: Reduced Government Appellate Division case backlog by ten percent in six months. Helped win a Supreme Court case on emergency exceptions to the warrant requirement.

Primary Legal Advisor for an operational unit with over 300 personnel. Advised the Commander on all executive, legislative, and judicial matters concerning computer law, international law, operational law, intelligence law, administrative law, and intellectual property law. Result: “[Major Kolb's] legal preparations on how to disrupt a sensitive computer network threat to Army and DoD systems have become a central and compelling argument that allows us to advance new concepts to defend our networks” (from performance evaluation).
