Successfully gained de-listing of HSI hazardous contamination site. Managed all environmental compliance / reporting issues for all terminals, ICTFs, and industrial parks; including stormwater SWPPP, SPCC, NPDES general and industrial permits, groundwater withdrawal for consumptive use, operation of a publicly owned water system POTW, contaminated site remediation, air quality reporting and fees, mitigation site monitoring, threatened and endangered species monitoring. Technical leader of newly established "Green Team"​, chaired by two senior directors; I gave formal presentations on Green Team progress to CEO, COO, CCO which led to establishment of GPA's sustainability program.

For GDOT and GPA, planned strategy and testified as an expert witness at trial: dredging, wetland mitigation, port operations, port expansion planning. Contracted with GPA as continuing environmental management and planning services provider. Supervised hydrodynamics and sedimentation studies, permitted 16-unit silt suspension system. Avoided EIS in permitting 350‐foot dock, then secured permit mod in eight days to extend dock, saving client $500k in mobilization / demobilization. At GPA’s insistence, served as project manager to site their new terminal. Developed land use plan for 2200 acre site; obtained all permits. Reported directly to the Assistant Executive Director, representing GPA’s $110m investment in Brunswick Harbor Deepening. Obtained Section 107 RHA navigation channel relocation for Savannah Harbor. Negotiated complex real estate exchange for GPA with USFWS, USACE, and GDOT.

Appointed by GPA’s Senior Director of Engineering to serve as acting environmental manager. Negotiated administrative closure on CWA enforcement action, allowing construction of Chatham ICTF. Permitted Mason ICTF then obtained permit mods to extend rail. Removed 43 isolated wetlands from Corps' jurisdiction at two facilities, saving GPA millions in mitigation costs. Represented GPA in ACOE civil works deepening of Brunswick Harbor; by incorporating GPA terminal berthing improvements, eliminated need for separate permit, allowed GPA to deepen berths using ACOE-contracted dredge: no mob / demob costs. Permitted three highway overpasses in joint GPA, GDOT, FHA projects. Obtained agitation dredging permits for three terminals in Savannah Harbor. New auto dock at Colonel’s Island.

Greater Orlando Aviation Authority (GOAA): served continuously for three years managing and completing more than 20 projects for the 12,000 acre Orlando International Airport and the downtown Executive Airport. Developed registration, compliance, and liability insurance program for over 150 above and underground storage tanks. Renegotiated master mitigation plan. Permits included the new Delta terminal and a fourth runway. Performed siting study for 50+ mile multiple-use utility corridor from Orlando to Canaveral Port Authority; facilitated public hearings.
