Developed and deliver an asynchronous online course entitled GIS for Disaster Risk Reduction (GIS4DRR).

Full time support for the Defense Threat Reduction Agency, 24/7 Technical Reachback capability. Provide leadership and expertise on the use of geospatial tools and data in achieving DTRA's mission of ensuring force protection and civilian safety from chemical, biological, radiological, nuclear, and explosive hazards (CBRNE). Conceived of, created, and maintain GIS Knowledge Management Portal to provide online discoverability and access to the full complement of GIS related resources. Completed training in hazard models to provide analysts expertise on remote sensing and conventional GIS data inputs to enhance analysis with these and other tools. Provide technical leadership on geo-centric model configuration, testing and training. Develop and tailor python scripts and Esri models to support specific analyst workflows. Led migration from Esri ArcMap to ArcGIS Pro including development of training scenarios, job aids and individual support, as well as coordinating instructor led training. Provide Esri Tier 1 support including licensing, training access and general GIS technical support.

Seeking new opportunities for Spring and Summer. Currently supporting commercial and academic partners to support the advancement of geospatial capabilities within the emergency management field. Primary focus is on geospatial preparedness and capability enhancement in non-profits, developing nations and operational mapping units.

Developed and presented online course entitled GIS for Disaster Risk Reduction in support of the Extreme Events Institute. This course included an international implementation workshop and is currently being offered in Spanish and delivered throughout Latin America and the Caribbean. Future implementation workshops are being planned for Winter and Spring.Provide lectures and practical training to Masters program on GIS and GPS land navigation and data collection for the Academy for International Disaster Preparendess.

Led and supported teams of professionals on a range of geospatial projects supporting Homeland Security mission areas. These included; enhancing the Geospatial Concept of Operations (GeoCONOPS) community page for the DHS Geospatial Management Office and supporting the National Risk Management Center (NRMC) with geospatial expertise, innovation, crisis response and consulting. Previously supported supporting FEMA with the development of preliminary damage assessment (PDA) tools and the overall strategic development of their geospatial training and outreach and the Science and Technology Directorate of DHS in the First Responder Group's Office of Interoperability and Compatibility (FRG/OIC). Focused on maturing incident management information sharing through the development of capability maturity models, analysis of options for cloud computing solutions for public safety and mainstreaming Alerts, Warnings and Notifications (AWNs) via the GeoCONOPS. He also supported ICE with mapping and business intelligence insights into the international operations of ICE.

Supported humanitarian mapping and information Non-governmental organization with business development and general business, humanitarian and geospatial consulting.

Led the development of a line of business relating to the convergence of geospatial information and emergency management and coordinates the activities of a GIS team in supporting a broad range of clients and disciplines. Actively supported the development of web mapping and business intelligence systems. Formerly supported the USAID\NASA SERVIR project as the Coordination Office Disaster Lead. Duties included coordinating the development of a strategy and supporting portfolio of work that provides SERVIR with a coherent approach to applying earth observation and modeling capacity to disaster management in the developing world. Additional past project work includes supporting the American Red Cross, International Services Division in its efforts to scale-up its geospatial capacity, supported the development of a curriculum for training FEMA GIS managers and unit leaders, development of geospatial requirements for web mapping tools to facilitate marketing and outreach for energy efficiency programs and design and delivery of a tailored briefing for Virginia Tech graduate students, using custom cartography and Google Earth to prepare them for a field mission to Yunnan, China.

OFDA’s technical and lead on geospatial issues including Geographic Information Systems (GIU), remote sensing, Global Positioning System and maps. Provide geospatial support to OFDA on disaster response and risk reduction initiatives and lead the development of the GIU. Spearheading development of technical and professional advancement plans for GIU to clarify requirements and deliverables to the client. Lead outreach efforts within humanitarian community on geospatial issues including Project Management for International Charter on Space and Major Disasters, technical contact for Global Disaster Alert and Coordination System (GDACS), Geographic information Support Team (GIST) and UN-SPIDER. Provide interagency technical liaison with State Department, National Geospatial-Intelligence Agency and U.S. Geological Survey and intra-agency liaison with numerous components of USAID. I assisted with coordination and leadership on geospatial information for numerous disaster responses including tropical cyclone responses Burma, Taiwan and Haiti, Tsunami response in Samoa and American Samoa and the recent flooding in Pakistan and earthquakes in Haiti and Chile. Performed field mission to Haiti following 2008 storms to capture lessons and improve geospatial capacity and coordination for future events. I coordinated a geospatial suitability analysis for urban development in Kabul, Afghanistan and led interagency team in response to the earthquake in Haiti to provide situational awareness and creating baseline data sets for response and recovery.

Provided FEMA with subject matter expertise on geospatial information and technology as they relate to emergency management. Represent FEMA on several working groups including DHS Geospatial WG and Imagery Subgroup, Precision Navigation and Timing WG (GPS) and Federal Geographic Data Committee Homeland Security WG. Provide daily management to the Enterprise License Agreement with ESRI implemented by DHS. This includes provision of customer support including technical support, software dissemination, management of on-line training resources and general communications with nationwide customers. Developed expertise in HAZUS-MH loss estimation modeling through formal FEMA training and currently working to expand the use of this program to appropriate partners within FEMA through the customization of output and the integration of authoritative datasets. Staffed GIS Coordinator position in Emergency Support Function-5 (Planning cell) of the National Response Coordination Center during hurricane Ernesto in June of 2006.

Daily responsibilities included market development, project management and GIS support for special projects. Market development includes the identification of potential partners, clients and technologies to diversify and expand G&O’s GIS clientele and expertise. This also included the development of marketing material and participating in activities to enhance the Geospatial Services Team’s exposure to the external market and within the company. Completed formal project management training and manage project for Quality Control and Assurance program for flood restudy of Salt Creek in Lincoln, Nebraska. Support for special projects included: evaluation of DHS/FEMA’s Map Modernization and HAZUS Programs (as sub-contractor to SETA Corp.). FEMA support included evaluation of Mapping Information Platform (MIP) workflow training in Regions VI and V, evaluation of training for MIP Tools and coordination of system testing by appropriate subject matter experts. Contributed to the independent verification and validation of the HAZUS model through analysis of data sources currently utilized by HAZUS and provision of recommendations to FEMA for future enhancements. Additional projects support included environmental impact study of proposed trail in George Washington National Forest (DOI/NPS), geodatabase and SOP development for Montgomery County, Maryland’s bus stop inventory and related facilities.

Coordinated the creation and sharing of geographic information related to ongoing and potential disasters. Liaise with US Government, UN and humanitarian response community to establish mechanisms for the timely collection and appropriate dissemination of relevant, disaster related information. Backstop Cartographer and Geographic Information Coordinator on production and policy issues respectively. Maintained deployable mapping capability for OFDA field activities. Develop map products for use in operations and coordinate closely with Urban Search and Rescue Teams on development and dissemination issues. Deploy as needed to crisis affected countries in various roles. Advise on issues related to disaster information, mapping and navigation. Fieldwork includes activities in Kuwait, Iraq, Zimbabwe, Botswana, United Kingdom, Switzerland, Belgium, Kenya, Italy and Mozambique.

Produced, procured and designed maps used in emergency response and planning by the office charged with coordinating U.S. Government response to disasters abroad. Trained OFDA staff and implementing partners in the mapping sciences, Global Positioning System and data collection techniques. Advised office personnel on the use of mapping technology, satellite imagery and various computer applications. Supervised one employee and managed projects completed by other US agencies and contractors. Maintained three workstations and two laptops utilizing Geographic Information Systems for the production of maps and the management of mapping information as well as the office map library. Liaised with State Department, Department of Defense, U.S. Geological Survey, United Nations and numerous humanitarian organizations to ensure coordination on mapping issues throughout the humanitarian response community. Regularly produced maps for use in briefings, web sites, situation reports and the field on short notice to assist in planning, mitigation and response to natural, technological and humanitarian disasters. Deployed as needed to crisis affected countries in various roles. Fieldwork included activities in Liberia, El Salvador, Costa Rica, Grenada, Macedonia, Kosovo, Turkey, Taiwan, Mozambique and Italy.
