Sole executive team member to locate to the island. Reformed a bankrupted 1966 Refinery asset from 4-year mothballed state to function as an Oil & Gas Terminal with 34MM in service barrels in 105 storage tanks, with 10 docks, a Single Point Mooring, tug boats, pilots, and self-sufficient in power, water, fire protection.Including preparation for and rebuild after the Sep2017 CAT V Hurricane Maria with 213mph max wind gusts.

After acquisition of the facility from HESS Oil by Buckeye Partners, I was relocated to the island to help optimize the 10mm barrel Crude and CPP facility.Responsible for HSSE, Maintenance, and Operations Departments, OPEX, MCAP, and RCAP with 45 full time employees and additional subcontractors.

Responsible for the execution of $256MM ‘Blue, Yellow, and Superhighway” Expansion Project. 1.4MM man-hours without LTI. On time and under budget. Peak work force of 460 men with 22 contractors.Built (16) API650 Storage tanks with a variety of roofs (Type 5, IAFR, Pan, GeoDome, Cone) ranging from 50k barrels to 578k barrels, along with associated civil, piping, E&I, and mechanical works.

Worked as Owner (Vopak) Representative managing a $220MM Subcontractor (Posco E&C) performing Owner’s defined scope of work. Buckeye acquired facility in January 2011, terminated Posco and CH2M, directly hiring me to lead the execution of Buckeye’s expansion project.

Managed a variety of projects ranging from $5mm to $25mm in various countries simultaneously with multiple crews and subcontractors.
