The primary role of a Fellow of The Off-World Approach is to assist with the strategy and vision to guide our space justice initiatives and projects. The Off-World Approach will be vital in helping the Institute serve civil society on issues that could potentially lead to a stable, equal, transparent, and predictable international framework utilized in accelerating the global space enterprise.As an independent, nonpartisan institute established to undertake innovative interdisciplinary policy-relevant research, policy development and professional skills training on issues of peace, security and justice, the Off-World Approach focuses on: (1) Conflict Prevention to improve the theory, policy, and practice of conflict prevention by producing knowledge that shapes academic debate and policy discussions. (2) The Rule of Law that fosters accountability and trust in societies in transition by supporting effective formal and informal justice institutions. (3) Global Governance to examine gaps in the international system for managing complex issues and to engage stakeholders on practical steps for collective problem-solving, paying attention to informing successful multilateral negotiations on creating or reforming global institutions, and to engaging more effectively new transnational actors from the private sector and civil society.

As a Data Architect deployed to the FBI’s Combined DNA Index System (CODIS) Development and Maintenance Support Services (DMSS) contract, Mr. Dailey provides senior level data architecture and management expertise to multiple development teams tasked with developing enhancements to the CODIS system. He is a part of a team of dynamic professionals working under the direction of teaming partner ECS Federal, LLC.

Provide systems engineering and integration, and analysis subject matter expertise to implement National Geospatial Intelligence Agency (NGA) vision to replace aging legacy systems with an open system, service-oriented architecture.Ensure NGA Motion Imagery Services (NMIS) project objectives are achieved, providing requisite capabilities and services to meet mission and Geospatial Intelligence (GEOINT) community user needs. Assess current and future technology, and ensure the NMIS Project captures innovative tradecraft, lessons learned, and best practices. Perform technical systems analysis of alternatives and recommendations on NSG Enterprise services implementation and operations, leveraging industry best practices.

Boeing - Provided principal consulting support to the Chief Enterprise Architect and PMO at The Boeing Company for a large scale program focused on enterprise network security and modernization. His breadth of experience in DoDAF/TOGAF, Systems Engineering and knowledge of the Enterprise Architecture industry practices and methodologies were central to providing direction and participating in the documentation, design, and development of the program's deliverables and overall as-is/to-be architecture.DIA - Consulting for planning and developing the DIA federated enterprise architecture employing DoDAF 2.02's DM2 and the JARM, fit for use in investment governance and scheduled to support POM building.U.S. ASD NII OCIO DoDAF program

National Reconnaissance Office (NRO), SETA support Mr. Dailey provides support to the Corporate Operations Office (COO). Responsibilities include planning, preparing, administering, and facilitating the Independent Program Assessment process from end to end, in support of acquisition board activities prior to key decision points or programmatic milestones for designated major system acquisitions. This position involves coordination with special program offices and government officers in providing acquisition policy and process development and implementation. The requisite knowledge and skills to perform these duties include systems architectures, systems engineering and compliance issues related to acquisition and program management, DoD and Office of the Director for National Intelligence program management policies, acquisition lifecycle activities, and proficiency in interacting with and presenting to and facilitating for flag officers and senior executive service.

As a member of the Northeast Engineering and Development Center’s systems engineering staff in Rome, NY, he informed senior management of existing and emerging GEOINT architecture issues. As a former lead data architect for the NGA Enterprise Engineering contract (Block2), he contributed his first hand knowledge of sequence plans for the Geospatial intelligence community’s future-state architectures. In this capacity, he also assisted with the coordination efforts for the annual geospatial intelligence conferences and the U.S. Geospatial Intelligence Foundation sub-committee on interoperability.

Mr. Dailey managed an Independent Research and Development (IRaD) project focused on Enterprise Architecting. He delivered a set of reusable artifacts designed to improve time to market/proposal, and reduce cost. Delivered an architecture repository and a SoS architecture process intended to streamline architecting support to proposal efforts. He served as BAE Systems North America’s architecture-based engineering and integration Community of Practice facilitator and lead. Contributed ITAR-approved material on behalf of BAE Systems and coordinated among corporate partners within the Open Management Group effort to develop a UML Profile for Department of Defense Architecture Framework (DoDAF). Coordinated for INCOSE Architecture Working Group Chairperson and members. He also attended and reported on several external Enterprise Architecting Communities of Practice, such as the Association of Enterprise Architects, Shared Insights EAC, and was the BAE Systems representative to the DoDAF Workgroup.

As a senior member of the Enterprise Engineering Data Architecture team, he led the Block 2 “to-be” Enterprise Conceptual Data Model (ECDM) data collection effort. He developed a tailored DoDAF 1.0 Information Architecture supplement for NGA featuring a plan for Net-Centric Warfare and Operations Reference Model integration in accordance with OSD CIO NII Data Strategy for the Global Information Grid. In consult with DoDAF 2.0 architecture re-design efforts, addressed and included such transformational concepts as automated inference agent applications for Semantic Web languages and technologies.

Mystech/Sterling Software/Computer Associates / JB&A, IncDesigned and managed requirements, budgeting and strategic decision-making databases for the NGA Analysis and Planning division. He integrated information from these databases with the Community Information Needs Forecast for Modeling, Simulation and Analysis. This analysis enabled identification of deficiencies in current infrastructure and processes for the purpose of improvement and modernization. Designed and deployed the USIGS Modernization Plan Update, M&S, Trade Study deck, POM and Initiatives databases.(decision support system for strategic investment analysis.)NGA Data analyst and Associate - Designed, developed and maintained decision support databases used for studies and analysis of future intelligence collection architectures. He participated as a data analyst in the conduct of studies and provided solutions for quantifiable measures and dataset characterizations. He, provided planning, design and improvement guidance/development for the NGA Innovision Knowledgebase (IKB). The IKB consists of a file archival system with searchable metadata and versioning capabilities, an online analytical workspace with OLAP-type data cube visualization, and a PHP-based online study forum (“WAR Rooms”).NRO National Support Staff, Law Enforcement Account - Coordinator - He coordinated an Associate Deputy Director of Central Intelligence for Collection (ADCI/C) sponsored program—the Law Enforcement Applications Program (LEAP). As technical lead, was part of a small team that helped create the program based on the Government Applications Task Force and the Civil Applications Committee. Maintained account information while serving as a member of the Deputy Director for National Support Deputy Director for National Support (DDNS) law enforcement support staff. He led several pilot projects within the program specifically designed to forge the way ahead for improved National Asset derived information sharing.

He led a SIGINT lifecycle study based upon varying assumptions in operations tempo and geo-political scenarios... As NSA Representative to the Joint Staff, he coordinated the JCS Balkan’s Intelligence Task Force requirements with NSA ensuring timely answers to information requests and improved collection on matters such as crises involving force protection and Dayton Peace Accord compliance. Provided 24-hour support to the Chairman, Joint Chiefs of Staff (CJCS), Secretary of Defense, Joint Staff Commander, Balkans Intelligence Task Force Commander, and Director for Intelligence of the JCS. He consulted Defense Intelligence Agency analysts and Joint staff members to improve SIGINT information interpretation and integration. He provided consultation on production papers and briefings, such as Defense Intelligence Reviews and the Chairman’s (CJCS) Morning Intelligence Update.

Mr. Dailey reported on Security Council activities at UNHQ, New York. Letter of Recommendation from Fairchild Broadcast News Bureau Chief, Moses Schonfeld, "He acquired complete working knowledge and insight into functions and prescriptions of the UN Security Council and expert diplomatic understanding of current geopolitical issues including the Balkans and Somalia. He obtained information from UN ambassadors and heads of state by establishing and maintaining professional rapport and conducting live, recorded CBS News interviews."
