I am the Director of Development Services and City Engineer. Under the umbrella of Development Services are the City’s Building, Planning, Engineering and Transit Divisions. I am responsible for leading and motivating each of the respective teams while being the person with responsible charge in these areas to both the City Manager and City Council. My City Engineer duties are to lead the Engineering division in all municipal engineering related tasks including capital projects, private development engineering and inspection, traffic engineering (I also over see the City’s fee programs, permit all work with the right of way and perform witness and testimony on litigation issues arising from claims within the right of way.

Continued where I left off when previously in this role. There was a change in management which modified some of my duties, but for the most part I oversaw and lead the capital projects team.

Oversaw construction of many critical improvements at Don Pedro Reservior and power plant. Inspected and provided construction engineering for work on the diversion tunnel as well as the power intake tunnel. Responsible for providing daily reports for shift changes as the project worked around the clock. Worked on a barge on the reservoir with a team of divers to set a gate in the correct spot within the reservoir (deepest freshwater dive in California in 20 years!). Identified solutions for microbeal-induced-corrosion on brass and stainless steel equipment.

Continue to lead the capital projects division for the city of Turlock, including engineers, technicians, inspectors, admin support, land surveyors and professional consultants. Took an active part on community engagement through many of the processes involved with municipal infrastructure projects. I chaired the leadership and succession planning committee appointed by the city manager that developed a leadership academy.

Performed engineering work on multiple municipal engineering projects. Lead a team of engineers, technicians, inspectors and professional consultants to deliver a wide array of infrastructure projects. Favorite projects include a new skate park, water storage tanks, and many transportation improvement projects.

Refined my engineering skills as a licensed civil engineer in the stare of California. Worked on many municipal infrastructure projects as well as secure grant funding for future projects.

Continued to learn what a real world engineer did. Worked on capital projects including road rehabilitation projects, traffic signal design, municipal potable water well design and various piping systems. Understood what is required construct a project from concept all while adhering to the various codes and laws related to public projects.

Learned when a real world engineer did as opposed to what I learned in school. Learned construction and municipal civil engineering.
