Lead an international team focused on building the capacity of the Ministry of Economy and Finance's risk management activities in their borrowing and investment activities requiring a significant focus on contingent liabilities related to power purchase agreements with foreign investors.

Technical assistance in developing a cash management and investment system.

Developed a concept and outline of a retail bond issuance program for the Public Debt Administration compatible with their existing debt issuance infrastructure.

Conducted a functional analysis and restructuring of the PNG Securities Commission including a review of the regulatory, taxation and legal issues of listing government, supranational and corporate bonds on the Port Moresby Stock Exchange. Outlined a road map for the first international financial institution local currency bond issuance in PNG.

Prepared detailed diagnostics on the current investment and funding activities of the UAE Federal Government and developed the operating framework, organizational and governance structures to operationalise a debt management office within the Ministry of Finance.

Provided advisory services to the Debt Management Office, Ministry of Finance, State Bank, Treasury and State Securities Commission focused on the institutional arrangements required to develop capital markets and the financial sector.

Advised the Thai government on the implementation of a capital market development plan and developed a bond market investment fund.

Technical advisory assistance on cross-sectoral infrastructure investment projects for the provincial councils in Southern Iraq.

Provided financial management and investment advisory services on World Bank funded energy and water sector projects as the Chief Financial Officer for the Government requiring engaging with large international firms looking to invest in both sectors. Acted as special adviser to the Energy Minister on the corporatization of the energy utility.

Chief technical (public finance and investment) advisor to four government Ministries and their associated public utilities - Water and Power; Mines and Industry; Telecommunications; Trade and Commerce.

Managed the Australian Government's $25 billion cash portfolio. Structured and executed the Government’s short-term funding and investment strategies and undertook risk management transactions.
