Supporting CISA's Cybersecurity Division (CSD), Joint Cyber Defense Collaborative (JCDC)

Oversee and manage large contract efforts supporting the Department of Homeland Security, Cybersecurity Infrastructure Security Agency (CISA)- Deputy Program Manage a large consulting team of over 60 employees in support of CISAs Cybersecurity Division (CSD), facilitating recruitment, hiring, contract financial management, and performance management activities. - Supervise 7 employees and responsible for developing career goals, conducting performance appraisals, assisting with problem solving and employee issues, and coaching activities. - Serve as a Task Lead overseeing 30+ in support of Cybersecurity Acquisition and Budget initiatives ensuring delivery of team deliverables and work quality in support of Government technical requirements. - Lead a range of cybersecurity acquisition portfolio support, strategic communications, business operations, and data analytics efforts helping Federal clients achieve efficiencies and use data to inform decision-making. - Consult on strategic initiatives for CSD including business intelligence efforts, requirements gathering for cybersecurity programs, and establishing standard procurement and financial management templates and collateral.

- Supported the development of the President’s budget for the Department of Housing and Urban Development through analyzing legislative, regulatory, and major program policies - Compiled and analyzed data to identify policy, program, and management issues that contribute to improving program effectiveness to ensure appropriate policy decisions are determined through the review of agency regulatory actions, notices of funding availability (NOFA), legislative and departmental budget policy.- Developed criteria for evaluating the effectiveness of performance budget programs and used verbal and writing communication skills to highlight major policy and budgetary issues, and gaps in program design to help improve Federal housing programs

- Supported the Deputy Assistant Secretary for Preparedness and Response on emerging matters and managed all executive administrative management functions to include all controlled correspondence, human resource issues, budget and financial matters, calendar management, logistics for travel, talking points for speeches, and special projects as assigned.- Served as the liaison with all external affairs matters including engagements with senior interagency partners, private sector partners, non-profit organizations, and non-governmental institutions to enhance preparedness and response efforts at a federal, state and local level.- Prepared reports and briefs for budget and senior leadership that convey the results of studies and developed the organization's Fiscal Year 16, 17, 18 and 19 budget justification narratives and responded to supplemental requests from Congress- Analyzed the organization's budget of over $100M to ensure operating and financial needs were met with cost savings of over $15 million per year.- Presented recommendations quarterly for medical countermeasure dispensing policies to the Senior Executive leadership at the Department.

Served the Office of the Assistant Secretary for Preparedness and Response (ASPR)- Implemented a $5 Million contract defining best practices in medical countermeasure distribution by managing a team of 8 contractors to develop 6 conferences and a virtual table-top exercise for 700 healthcare stakeholders.- Collaborated with the State of Maryland to establish the first Federal Closed Point of Distribution Plan for HHS’ Continuity of Operations facility and negotiated no costs for the Federal Government- Supported the development of the organization’s Fiscal Year budget justification narratives- Developed responses to Congressional inquiries, strategic messaging blogs and communications, and support the strategic planning process

Served the Office of Policy Development and Research- Coordinated the review of $1 Billion of federal grants to 54 state/local entities for HUD’s National Disaster Resilience Competition- Developed policy memoranda, white papers, and reports to Congress on HUD programs in consultation with program and budget offices- Supported in house research activities and contracts related to disaster resiliency, energy efficiency, and Public and Indian housing policy fields- Collected and aggregated information from large data sets to be utilized for policy development purposes

• Research, compile and conduct literature reviews for academic research on the quantitative linkages between climate change effects and violent armed conflict • Analyze qualitative data-sets to determine intermediate variables that could potentially determine causal relationships

• Review and analyze all grantee applications and evaluation reports to determine performance metrics for annual determinants of fund distribution• Strategize and consult with individual grantees best management practices for future success by analyzing employee performance data, financial records and general business procedures

Office of the Administrator- Support office staff in regional correspondence, program budgeting and administrative tasks- Assist in coordination and logistics for the National Advisory Council to FEMA

National Ocean Service: Office of Response and Restoration• Provide input on federal policy initiatives including permits, administration views and agreements• Assist in provision of office briefing documents focused on oil spill response, marine spatial planning, the Artic, and other key issues• Help in preparation and execution of congressional outreach events such as briefings, hearings, and testimonies.• Setup one-on-one meetings with key office constituents and events to support office programs, and note take at events and prepare debriefing materials• Track progress of key legislation and policy initiatives related to NOAA with bi weekly one page summaries

- Analyzed and researched a continuing leadership development program which included 360 assessments, and internal/external courses for all DOE supervisors, managers, directors, and executives - Created a guidebook for Senior Executive Service employees by researching 100 different Universities about their Executive Education programs, and analyzing the courses that satisfy Executive training requirements - Briefed Human Resource Managers from each Federal Agency about Executive Education programs at the Office of Personnel Management on a quarterly basis- Responsible for researching cost-effective training needs for the department, and briefed Deputy Director of Training on findings to be presented to Senior Management on a monthly basis- Managed the DOE Science, Technology, Engineering, Math Mentoring Program and increased enrollment by 50%
