The Principal Contracts and Funding Officer facilitates and participates in the procurement and contract management of community service agreements and commercial contracts which support various functions of the Consumer Protection Division. The position is responsible for administering, maintaining and further developing the industry-specific funding model used by the division, and through that work contributes to addressing budgetary and funding issues.Major contracts and agreements managed include the provision of Tenancy Advice and Education services by Community Legal Centres and the development and provision of training to the real estate and settlement industries in face to face and e-learning modes.Funding model development ensures that funds provided by industry participants and the interest earned on statutory trust accounts is used effectively in administering the various Acts and Regulations applicable to the property industries and in supporting improved regulatory and consumer protection outcomes for the Western Australian community.This role oversees a number of important programs in highly regulated industries. The management of these programs of work involves a strong working knowledge of, and adherence to, various government policies and procedures, including procurement, finance, ministerial advice and interaction, governance and compliance with legislation. A strong understanding of various state and federal legislative instruments is critical to the success of this role. The role requires interaction with various government agencies and departments, peak industry bodies, significant not-for-profit and community services organisations and relevant departments in other jurisdictions.
Principal Program Officer
Undertook a 54 month contract with the Department of Health where I was initially tasked with undertaking a review of a major Commonwealth funded training program. Given my success in this role I soon transitioned to management of the program including reconciliation of funding across 22 sub-programs, interim and final reporting to the Commonwealth and liaison with various WA Health facilities and personnel.At the conclusion of this program, I shifted to developing policy, activity measurement and performance reporting capabilities with regard to the clinical placement of students in various health-related university and TAFE courses. In this role I have developed policy in the following areas; activity reporting, financial management and information technology. I co-authored the WA Health Clinical Training Review 2013 which presented the case for reform of the clinical placement process within WA Health, leading to the establishment of the Clinical Placement Management System project. This paper articulated the results of the first critical analysis of clinical placement activity undertaken by WA Health, and identified key risks and pressures faced by the public health system in an environment of growing demand by education providers.In this role I had responsibility for researching and writing responses to ministerial and parliamentary queries, and produced several position papers and other written and verbal advice to senior executives on many workforce-related issues.To ensure the success of this project could be monitored, interpreted and effectively reported I managed a large software development project, the Clinical Placement Management System project, which required identification of, and collaboration with numerous stakeholders; in both Health and Education sectors, together with external contractors and product vendors to ensure community and stakeholder expectations were met and desired outcomes and benefits achieved.
