Supports the planning, execution, and completion of shipboard industrial work accomplished by Alteration Installation Teams (AITs). Provides government onsite installation management to ensure shipboard alterations are accomplished following the guidelines of the NAVSEA Technical Specification 9090-310 (series) and Naval Instruction 4720.2F. Represents the AIT Manager and has installation authority onboard ships for the assigned installation tasking. Assesses AIT production performance by monitoring adherence to the installation drawings, planned schedule, and assigned manning. Monitors quality performance by implementing surveillances in accordance with the AIT Manager’s Quality Assurance Program (AMQAP). Ensures AIT compliance with applicable OSHA standards and NAVSEA standard items. Maintains safety as a primary responsibility. Responsible for verifying AIT accomplishment of Inspection (I) and Verification (V) check points and for conducting and signing Government (G) check points. Regularly accomplishes technical reviews of work specifications, ship installation drawings, ILS documents, and NAVSEA Standard Items. Presents accurate briefing materials to customers, government, and contractor personnel as directed to provide installation status, respond to inquiries, and disseminate technical information. Policies, procedures and decision-making processes center on requirements, installation risk, and customer satisfaction. Promotes two-way communication daily with customers and uses multiple forums to communicate services provided, assessed risk, and installation status. Identifies opportunities to improve quality including process improvement.Protects and handles classified information in accordance with SECNAV 5510.36. Eliminates wasteful practices and achieves cost savings in the acquisition and management of inventory items, as required by 10 U.S.C. 2458.

As an employee of McKean Defense Group I performed as the Availability Work Package (AWP) Manager for all Steam and Gas Turbine propulsion amphibious ships in San Diego and Sasebo, Japan. I performed configuration control, provided oversight on modernization and mandatory assessment and inspection work items to include propulsion boilers and associated steam/condensate systems, diesel engines and electrical generation, tank and void material inspection/assessment and preservation, and modernization efforts such as the MV-22 Osprey capability and the initial installation of the F-35 Joint Strike Fighter upgrade. I coordinated all stakeholders’ participation in the advance planning of the Availability Work Package and monitored all required milestones for accomplishment. Working with maintenance team of each ship, I consolidated and requested deferral of maintenance items from appropriate technical authority, providing technical data when necessary for leadership decision making. I developed business case assessments, risk assessments and mitigation strategies to support shipyard maintenance and repair, factoring operational commitments, schedule, and budgetary controls. I also performed cross-functional analyses related to ship maintenance and repair as required from the customer.

Principal Technical Advisor to the Chief Engineer and Subject Matter Expert in all shipboard engineering systems, I lead a diverse workforce comprised of 60 personnel specializing in: structural and piping system repair, electrical distribution systems including Gas Turbine Generator sets, 440 VAC switchboards, load centers, and control panels. Auxiliary systems such as waste heat recovery boilers, AC&R plants, flash-type distilling plants and reverse osmosis units, various types of condensers and heat exchangers, high and low pressure air compressors. Main propulsion gas turbines and associated support equipment such as fuel and lube oil systems, fuel transfer and purification systems, reduction gears, valve replacement and overhaul, pump replacement and overhauls, and general plant maintenance and upkeep. I conducted performance reviews and advancement recommendations, and scheduled manpower to support plant operations and maintenance as required. Using daily equipment operating logs, I developed short and long term maintenance plans to support current and future operational requirements. I trained and evaluated all personnel in the safe and effective operation of all plant equipment and developed and implemented a training plan that included equipment casualty response procedures. I directed complex maintenance availabilities on all shipboard systems during planned and emergent maintenance availabilities. I managed an annual repair budget of $3.2 million for hull and structural repairs, rotating equipment removal and repair, in place overhaul, and modernization upgrades. I planned and executed system restoration, integrated testing, and the return to operational condition. I managed all administrative programs including tag out/lock out, boiler water/feed water test and treatment, legal records, daily operating logs, fuel/lube oil quality logs, gas turbine equipment records, equipment operating logs, quality assurance, and training.

I managed an annual repair budget of $3.2 million in support of Guided Missile Cruiser maintenance, hull and structural repairs, rotating equipment removal and repair, in place overhaul, and modernization upgrades of Hull, Mechanical, and Electrical (HM&E) systems, aviation facilities, Command, Control, Communication, Computer, Combat systems, and Intelligence (C5I), and crew habitability items. I planned and executed system restoration, integrated testing, and resumption of services to the customer. As the subject matter expert on all engineering systems, I provided quality assurance oversight on critical equipment and systems. I eliminated cost overruns and maintained work execution schedule to support operational schedules. I reviewed work requests for technical accuracy, providing a technically correct statement of work, assigned to the appropriate repair activity/facility, and monitored progress during execution on all work assigned to 28 production shops within Southwest Regional Maintenance Center. I scheduled and coordinated all operational testing on equipment, ensured necessary support services, quality assurance, and technical authority oversight personnel were present and tests were conducted to support established schedules.

Supervised the maintenance, operation and repair of all mechanical, propulsion and auxiliary equipment; prepares and maintains quarterly maintenance schedules, summaries and performance logs; estimates time and materials necessary for repair of gas turbine control and auxiliary systems: analyzes discrepancy trends, determines deficiencies and develops inspection and corrective procedures; inspect installation, alteration and repair of both electrical and mechanical components and support systems by off ship personnel.As Ship’s Maintenance and Material Officer was personally responsible for the ship’s material condition while forward deployed in support of Operation Iraqi Freedom and managed all repairs conducted by overseas repair personnel. Coordinated all Depot Level repair actions during Extended Docking Selected Restricted Availability of USS Elliot and 28 day maintenance availability in support of Crew Swap with USS Fletcher. Oversaw all corrosion control efforts throughout the ship. Responsible for coordination of all shipboard testing.

The Principal Technical Advisor to the Maintenance Officer on all propulsion-related repairs on Landing Craft, Air Cushion (LCAC). I Planned and coordinated all work packages on Lycoming TF40B Gas Turbine Engines, Sun strand T-62-T Auxiliary Power Unit, and all variable pitch propellers, gearboxes, shafting and lift fan assemblies. Attended Allied Signal Aerospace Academy TF40B Depot repair course. Assisted in development of technical manual procedures for installation and removal during R&D phase of the ETF40B engine development. Managed all NDTs performed as Assistant Quality Assurance Officer and reviewed all Controlled Work Packages.

Qualified as Ship’s Oil King. Responsible for the preventative and corrective maintenance on fuel oil fill and transfer systems, service systems, Aviation fuels, valves, pumps, purifiers, and filters. Maintained boilerwater/feedwater chemistry and all associated administration, ensuring boiler watersides were properly operated and maintained. Lube oil and fuel oil quality manager, responsible for all transfers of fuel and oil onboard. Served as Engineering Duty Officer and Engineering Officer of the Watch.
