As the Team Lead, I advise MDHHS program managers and staff on writing statements of work and contract monitoring plans, reports, and solicitations. Self-taught in in Statewide Integrated Government Management Application (SIGMA), I have built a reputation as the “go-to” resource for SIGMA transactions. My oversight is critical in monitoring contracts to guarantee compliance with federal/state laws, departmental policies, and budget parameters. ✅ Supply frontline technical assistance to diagnose, troubleshoot, and resolve issues promptly for end-users as primary contact point in MDHHS program office.✅ Produce engaging learning materials and facilitate workshops and informational sessions for contractors, internal staff, and external MDHHS units. ✅ Collaborate with administrators to design and launch contract management plans and reporting requirements. Draft quality assurance and assessment professional services consultant contracts. ✅ Apply hands-on knowledge of SIGMA and state financial systems to prepare requisitions, request for proposals (RFP), and delivery orders.✅ Utilize analytics from bidder proposals and grant applications for final review and approval of contract types and documents.

Based on my research and policy writing skills, I set the direction of grant programs and established policies and procedures at the Workforce Development Agency (WDA). As a subject matter expert, I provided thought leadership on legislative studies and acquisition of actionable funding for statewide programs. By liaising with potential backers and mobilizing dedicated teams, I obtained subsidies from federal grants, cooperative agreement opportunities, and national/state philanthropic and corporate sources. ✅ Authored implementation policies, metrics, and reporting provisions for six federally awarded grants. Documented outcomes and expenditures for executive/management review and submission to funders. ✅ Steered deployment and activities for State Apprenticeship Expansion grants between 2015 and 2018. Owned and orchestrated special initiatives financed with proceeds received for awarded grants. ✅ Optimized state and local WDA efforts by preparing and submitting grant applications and budgets for sponsorship while supervising cross-functional teams.✅ Delivered IT support to WDA staff, Michigan Works! As the primary contact point, I managed grant funding for the Wagner-Peyser Employment Service programs at various Michigan Works! agencies. Utilizing a detail-oriented approach, I oversaw the grantee program performance and expenses. This ensured adherence with established program policies, examined data, and resolved reporting issues ✅ Acted as Senior Analyst and focal point for federal Temporary Assistance for Needy Families (TANF) work requirements from 2007 to 2011. ✅ Digitalized referrals to Michigan Works! Agencies for TANF Work Participation programs from Bridges public assistance case management system to OSMIS via nightly file transfer.✅ Composed WDA policies illustrating necessary documentation for participant case file to verify work participation activities. Conducted statewide training sessions on work verification procedures. ✅ Researched, reviewed, and interpreted state and federal regulations to introduce new and revised policies. Wrote blueprint for allowable program events and case management specifications.
