I am an experienced engineering leader focused on delivering measurable results. I have led teams in winning and executing federal contracts, resolving multiple performance rating problems, facilitating change order negotiations, and project recovery. My experience covers organizational leadership, construction, facilities and project management, strategic business development and team building. I was a career officer in the US Army Corps of Engineers, where I led teams of professionals to build large, technically advanced facilities in secure environments and field facilities in austere tactical settings. I continue to hold a current, high-level DOD security clearance. While Chief Engineer for the Port of Virginia, I created a more focused and integrated approach to capital construction, facility maintenance programs, and multi-media environmental compliance. I developed innovative applications of GIS and information technology for port facilities management, My communications skills include frequent public speaking engagements and training in Environmental Risk Communications. I am the published co-author of an ASCE engineering manual of practice, as well as multiple professional magazine articles. I speak regularly at university and other professional events to help grow the next generation of STEM professionals.I focus on strong professional relationships across government and industry, team building, and on achieving results. I am also committed to promoting the profession of Engineering through the American Society of Civil Engineers (ASCE)(Fellow), the Army Engineer Association (AEA)(life member), the National Society of Professional Engineers (NSPE)(Fellow) and the Society of American Military Engineers (SAME)(Fellow). For 2019-2021, I was selected as one of three National Vice-Presidents of SAME. This contract led to a significant increase in our federal revenues.• During the BRAC 2005, I led Baker’s efforts to win multiple design and design-build contracts for USACE, resulting in tens of millions of dollars in fees over the course of this program. • Selected by the CEO for leadership roles on teams developing a Balanced Scorecard to assess the firm’s performance, creating Knowledge Management metrics, and revising Baker’s Project Management processes.• The CEO tasked me to conduct multiple, extensive after-action analyses on six problem projects, to prevent future recurrence of poor practices and loss of project profit. -
Chief EngineerVirginia Port Authority Jun 1998 - Nov 2000Norfolk, Virginia, UsHere my focus areas were Program Management, Project and Construction Management, Operations and Maintenance Budgets and Execution, Environmental Compliance.• Arriving at the VPA, I assumed leadership of an Engineering Department for a major port that had lacked direction for over one year, and immediately created a program focused on three business areas: new construction, facility maintenance, and environmental compliance. I set new goals with the VPA leadership and my staff with clear, specific objectives. We immediately achieved documented results, including a detailed financial management system to plan and monitor the execution of these programs. • I completed a compressed program of major capital expansion construction projects for a $40M container terminal and six other infrastructure projects valued at over $12M. Facing time-critical operational needs, I pioneered the use of incentive contracts by the VPA to complete critical facilities on time and within budget. • Our principal client, the port operating agency, came to us with a business-driven requirement to expand and overhaul our main terminal entrances, while still in operation. I led my staff, the multiple contractors and design firms to successfully executed this time-critical $13 million high-priority gate expansion program. By using design-build methods, we fast-tracked component projects, moving from a statement of need to finished facilities in nine months. • At the same time, I developed and led an innovative facility condition assessment process, coordinating the work of five engineering firms for the port’s first comprehensive evaluation of maintenance needs. I enlisted the assistance of Old Dominion University in applying the resulting data to a Geographic Information System for a cost-effective and business-focused maintenance management process that was unique within the US port industry. -

I provided program leadership, direction and executive-level management for a $500M military construction program, executed by 1,500 military and civilian employees. • Given the requirements from a BRAC-driven base closure, I directly led and integrated the efforts of multidisciplinary teams responsible for historical research, environmental remediation, real estate transactions, unexploded ordnance clearance and vertical construction. We were able to award and successfully complete six major, time-critical construction projects. My team accomplished BRAC missions at three major US Army installations in Maryland, on time and within budget. We successfully closed Ft. Ritchie MD and moved all mission support facilities for the strategically critical USA-USSR “Red Phone” national mission to Ft. Detrick, MD. • To improve our processes, cost controls and mission effectiveness, I led a team of officers and civilian professionals to update the district’s strategic plan, with supporting information management, infrastructure, and personnel plans for the entire organization. A major effort was mapping all of the district’s business functions and instituting numerous process improvements.
