In 2013, the Vanuatu Ministry of Climate Change Adaptation, Meteorology, Geological Hazards, Environment, Energy and Disaster Management (MCMGEED) developed the Vanuatu Meteorology & Geo-hazards Department (VMGD) Strategic Development Plan (SDP) 2014-2023. Three years later another milestone of the enactment of the Meteorology, Geological Hazards, and Climate Change Act 25 of 2016. Therefore, it was timely to develop a new strategic document, not only driven by the VMGD SDP 2013-2023 which has come to an end in 2023, but more importantly to implement and operationalize the Act 25 of 2016 in the areas of weather, climate, hydrology, and other related environmental matters.To develop a new visionary document, i.e., National National Strategic Plan, Framework for Weather, Climate, Hydrology, and Ocean Services, and Action plan I have carried out assessments and reviews to provide strategic direction for the value chain of weather, climate, hydrology, and oceans and other related environmental services and warnings in Vanuatu. It is important to develop this new strategic plan as a guiding framework to perform mandatory functions of the Meteorology Department as described in the Act 25 of 2016 Some of these functions are; “to promote safe navigation, shipping, and civil aviation services;” and “to establish and maintain a national network of meteorological observation stations and all other necessary technical installations and equipment”, “to advise the Government on matters relating to meteorology, and support the roles and responsibilities of the NDMO in relation to disaster management and risk reduction”,’ to issue a warning and alert of the flood”. As a part of the project, I have conducted in-country consultations with key national stakeholders.
