Developed and implemented revenue enhancement policy and revenue collection plan to identify revenue gaps and maximize municipal revenue. Created the first of its kind real estate management model for the City designed to maximize revenue from previously underutilized real estate assets. Developed and implemented revenue enhancement strategy and revenue target policy that delivered improved business processes model to increase revenue collection from 88% to 93% representing annual revenue boost of R200 Million ZAR ($12.5 Million USD).Councillor of Finance Committee - Head of Expenditure (December 2000 – February 2006)City of Ekurhuleni, Gauteng, South AfricaHead of Expenditure oversight function responsible for the financial policy of the expenditure administration of the City, including expenditure budget, and medium-term expenditure framework. Developed and implemented cost curtailment policy and cost reductions measures to improve liquidity and cash management. Developed and implemented capital investment framework to align expenditure to infrastructure priorities. Established a municipal budget assessment committee to evaluate expenditure on an ongoing basis throughout the budget cycle. Outcome from improved expenditure management resulted in savings of 3% representing annual cash improvement of R120 Million ZAR ($7.5 Million USD).
