I led a four-hundred person integrated Defence Team, working across Canada and in Europe. The unit is responsible for providing in-service support to the Department of National Defence's classified network enterprise and defence cryptography, both domestically and in support to Canadian Armed Forces elements around the world.

The Directorate of Land Requirements is the organization within the Canadian Army Headquarters that oversees the future equipment needs of the Canadian Army. The section, within this directorate, that I led, Land Requirements 4, has historically been responsible for command, control, communications, computers, intelligence, and simulation projects. My position, as Section Head, had two basic roles. First, I provided guidance and mentorship to the ten project directors who reported to me, each responsible for their own projects. Second, I ensured that the individual projects were well nested within the larger Army and Canadian Armed Forces capital program and that their inter-project boundaries were well coordinated. Many of the, roughly $4 billion, projects I was responsible for are dependent on other procurement deliverables and there is a real risk of voids and/or overlap between projects that can lead to inefficiencies, or worse – future gaps in capability. It was my responsibility to look at the broader picture to try to ensure our procurement projects were synchronized so the project directors can get on with their jobs, confident that they are doing their hard work in the right direction.

I led a team of experts who managed all of the Canadian Army's Communication and Information Systems in order to generate command and control capabilities in Canada and around the world. I did this by prioritizing and risk managing the Army's communication equipment fleet, linking training and personnel to create capabilities, and managing Army information management, networks, and information systems security.

As a member of Operation PROTEUS, I was integrated into the United States Security Coordinator team to help the Palestinian Authority Security Forces (PASF) build their capacity by providing the PASF advice and support for their communications and information systems (CIS). I mentored key PASF staff, helping them conceive, develop, and implement CIS projects, while sourcing donor funding to finance them. I was also responsible for all Canadian signals in theatre.

I commanded a three-hundred person, deployable communications unit, transitioning and preparing it for potential high-intensity combat operations against near-peer threats. I also advised the Brigade Commander on all signals matters for the five-thousand person tactical formation.

I was a Project Director for Major Capital Projects, Minor Capital Expenditures, and National Procurement initiatives to procure new Command, Control, Communication, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) equipment for the Canadian Army. I specialized in satellite communications, transportable networking facilities, and software applications. This included organizing a staff visit to Afghanistan to improve communications in theatre.

I secured approval for a $30M software support contract as Technical Authority and conducted the technical evaluation of contract bids. I also oversaw the ISO 9001 certified quality management system.

I managed daily operations of a thousand-person organization, including course scheduling and registrar functions. I also instructed signal officer candidates in leadership and the provision of communications.

Gagetown, New Brunswick, Canada

Leading a thirty-person team, I was responsible for the transition from analog to digital communications for a seven-hundred person unit, the first of its kind in the Canadian Army. This included a deployment to Ethiopia and Eritrea with the United Nations.

I led a twenty-five person team to provide voice and data communications in austere environments, including a deployment with the Disaster Assistance Response Team to Turkey, where I was responsible for signals for the task force.
