About Neil Mcdonnell
I help small businesses become successful government contractors. After spending 20 years as a small business owner, succeeding in federal government contracting, I embarked on a new journey in 2018 as an advocate for small businesses. My vision is to ensure American small businesses have the knowledge and ability to earn their share of the federal government contract dollars and to help them understand that When followed, that process will lead to their success. In 2018, I led a push to stop a 10 year downward trend for the HUBZone Program and increased performance by 24% over the previous year. This represented $3 Billion more dollars going to HUBZone small businesses in FY18 over FY17.My main message to small businesses is to STOP blaming Congress or Federal Agencies for limited success in government contracting; instead, take responsibility and write higher quality and quantity of responses to Sources Sought. ๐๐๐๐ ๐๐.I provide free content through the GovCon Chamber of Commerce, primarily targeted towards small businesses who haven't yet earned their first million. For firms making $2M or more I have "BD in a Box" workshops that will guide them to success at the next level in sales as you grow your business in the federal market.I am available to speak at your virtual or in-person events on a variety of topics including: "Become Visible to the Federal Buyer" and "Successfully Sell to the Federal Buyer".
Listed skills include Leadership, Program Management, Business Intelligence, Consulting, and 21 others.

Bravo Consulting | Co-Founder & Principal
Provided SharePoint and Records Management Solutions to the Federal Government.
Aqmall | Founder & Ceo
AQMall was a startup I formed to sell school supply kits to kids going back to school in one box delivered to their homes. Two major problems led to this company failing (and taking all of my first money) - one, I didn't know the market. I was an IT SME in the federal market; this was supply chain around office supplies. way outside of my league but was holding my own. Second, I started an Internet play right before the Dot Com Bubble burst. Ouch. Did I say it took all of my money? But gave me so many lessons.
Changing Technologies | Founder & President
Changing Technologies provided IT services and support to the private and public sector. As part of the exit out of Changing Technologies I started an Internet company called American Quality Mall, an eCommerce firm focused on delivering discounted school supplies to parents at the start of the school year. Also during this time: - Led numerous SharePoint solution implementations- Project Manager for several large projects with NVRRecommended Test Labs - VP SalesCogent Communications - Director, Fiber Deployment- Project Manager for clients such as IRS, FedEX, Radian, and Air National GuardUnited States Army

Secretary Of The Army'S Office | Pentagon
Recruited into the Secretary of the Army's office in the Pentagon with various roles, as a direct report to the Undersecretary of the Army. Responsibilities included:โข Manage electronic communications for the office (back in the day when you needed to walk a message to a separate office to send electronically)โข Support communication needs between the Undersecretary and the Chief and Vice Chief of Staff of the Armyโข Track all communications (e.g., Congressional Inquiries) coming into the office to maintain audit trail and timely responseโข Served as an Office Manager to ensure the Undersecretary's office was opened each morning and closed each night, allowing senior Army leaders to execute their jobโข Served as an Office Liaison to important visitors such as: 3- and 4-Star Generals, DoD Joint Command Senior Executives, Ambassadors and other senior leaders from other federal agencies, and senior-level community leaders / influencers.โข Began supporting the 1997 'Army After Next' forward looking document that would drive the Army over the next decade. I continued this work as I left the Army and went to work for a defense contractor led by retired Army Chiefs of Staff.
I Corps Commanding General Staff
Served on the Secretary General Staff (SGS) for the I Corps Commanding General, directly supporting the following leaders in communication and outreach responsibilities:โข Deputy Chief of Staff (LTC) - Implementing technology (for the first time) into the General Staff officeโข Chief of Staff (BG) - Administrative support as neededโข Command General (LTG) - Communication and outreach support related to community and congressional briefings (basically helped create and run briefings that he delivered)Supported unique needs that came from deploying with I Corps OCONUS

โข Processed recommendations for merit-based awards and retirement ceremoniesโข Facilitated the enlisted promotion board effortsโข Implemented the first, computer-based, process improvement systems for awards and retirementsโข Helped establish Ft. Lewis' first use of email across the commands
2/75 Ranger Battalion - M60 Machine Gunner
Joined the Airborne Rangers, and at 140lbs I was considered the big guy coming in and given a 23lb pig - the M60 machine gun.โข Led a gun team made up of an Ammo Bearer (humped ammo for my gun but always landed far away when we jumped), an Assistant Gunner (who carried the tripod for my gun and never accepted responsibility for the gun jamming), and me, a Gunner (who thought tracer rounds were a good idea until I realized they work both ways)โข Jumped out of helicopters and planes, sometimes chasing my dirt bike to the ground - never, ever liked fast roping (kept getting that gun snagged on the way out as a shorter guy)โข Deployed with the Battalion as needed - sometimes to extreme boredom and sometimes to high-anxietyโข I never tell the 'stories' but always remember every stupid, humorous situation (ask me to tell you about leading a company in circles in a pitch-dark night)โข Best thing about being in the Rangers - Found I could do anything, including those things that scared me to the bonesโข Worst thing about being in the Rangers - having to wake up in the front-leaning-rest position
