Perform program management oversight for the longest-lasting information technology system in the federal government which supports five business operating divisions. This application provides more than 100,000 agency employee’s daily administration of tax compliance systems. IMF ties together several complex Enterprise Level Business applications that synchronizes Big Data in order to synergize business and technical team’s delivery of complex integrated business solutions.• Ensure the individual masterfile tax processing engine has the resources needed to execute more than 6 billion transactions for 152 million taxpayers; analyzes and coordinates timely disbursement of over $338 billion overpayment refunds to taxpayers.• Ensure daily interactions with external tax processing system components to extract, analyze, and process individual tax return data for penalty, refund, notice, estimated tax, and input for downstream information data feeds continue to run without interruption.• Move the development framework to an agile process, ensuring the rapid delivery of tools, techniques, and practices to optimize application development resource allocation and capacity; continually enhances cybersecurity capabilities through exacting compliance to information assurance protocols and standards; spearheads IT compliance to Congressional tax law mandates and legislation impacting agency corporate IT system assets.• Act as a change agent, inputting, writing ,and advocating organizational transformation and process improvement maturity; provide for knowledge management, agile/rapid delivery, demand management, change control, risk management and configuration management methodologies; a strategic contributor toward corporate governance, capital investment, organization of the future, and human capital decisions.

Responsible for directing and managing software development teams focused on providing software solutions to the Army and manage an annual operating budget of between $60 and $80 million. Using user and program office feedback, we keep our software on the cutting edge and bring capabilities to the forefront that enhance the soldier’s ability to perform their mission. We make what appears to be impossible possible.Accomplishments:• Took on enhancements of 5 major product lines from start to completion, adding additional software capabilities for use around the world.• Successfully saw the development and deployment of software enhancements deployed to our forces in Central Command to address a critical need.• Took on unique challenges to software engineering efforts leading to successful software solutions in army systems that were directly responsible in saving soldiers’ lives. These software solutions addressed issues that were never seen up to this point in the use of army systems.• Successfully implemented software enhancements that maximized use of precision, a first for the regular soldier in the field.• Streamlined organizational processes, going from 108 processes to 26 processes.• Initiated changes to the software development framework used by the organization to take it from waterfall to agile software development.• Garnered a cost avoidance of between $54 and $60 million dollars through software reuse and the efficient use of virtual technology.• Saved $753, 245 in software license and maintenance fees through the prudent and efficient use of in house staff.• Successfully launched multiple software products for Foreign Military Sales to U.S. foreign allies as negotiated through the Department of State, with emphases on ensuring all work is in compliance with U.S. policy and aligns with national interests.• Introduced agile software development (Scrum) to an industry using primarily waterfall.

Responsible for planning and developing user (Army and Marine Corps Field Artillery) requirements (in software) for the entire United States Army Field Artillery’s position with other branches in the Army as well as other Department of Defense branches of service and Allied countries.Accomplishments:• Developed and wrote the story board and led the software development team which introduced a new precision capability for digital maps into the hands of our customers.• Led the team that developed the story board and wrote the code that introduced software updates to systems being used by our consumers that helped save lives.• Developed and wrote the story board as well as led the team that introduced new software for precision delivery systems for use by our end users.• Developed, wrote the storyboard, and led software development teams which introduced new techniques into software for planning and deployment of existing delivery systems.• Identified and integrated software changes and information requirements critical in ensuring precision target location accuracy was made available to users for employing multi-million dollar precision munitions.• Introduced the Army to an application agnostic approach to command and control software that did not rely on the up front purchase of millions of dollars of equipment that becomes outdated quickly after it is purchased.• Led Joint Teams from all over the Department of Defense in identifying joint information exchange requirements as well as the technical information exchange methodology to be used by each service.• Helped develop a command and control methodology an approach in implementing the first guided ballistic projectile in the United States Army inventory known as the “Excalibur” round.

Responsible for planning and developing user (Army and Marine Corps Field Artillery) requirements. Lead the National Missile Defense Training and Leader Development Integrated Concept Team (ICT) responsible for developing training requirements and assessing viability of proposed material solutions for National Missile Defense. Commander of a One Station Unit Training (OSUT) Field Artillery Battery assigned to the United States Army Field Artillery Training Center, Fort Sill, Oklahoma. Provide operational support as the assistant G3 for the forward deployed National Support Element, Tazar, Hungary. Develop Programs of Instruction (POI), lesson plans, and total course content for all officer instruction. Supervise the operations of the Multiple Launch Rocket System (MLRS) Battery. Highlights:• Led the team of hardware, software, and user community representatives that establish the Testing, Training, and Evaluation Capability for the “Star Wars” defense shield used by the US.• Wrote plans and crafted story boards that introduced changes to the US national security posture and protocols after 9/11.• Successfully led, developed, and implemented the Ground Based Mid-Course Defense program requirements in coordination with a Joint Team of Army, Air Force, and Navy representation.• While working with the Coalition Forces Land Component Command, successfully developed and trained Tactics, Techniques, and Procedures used for deep operations in 2003 during Operation Enduring Freedom and Operation Iraqi Freedom.• Coordinated for the movement of up to 14,500 Soldiers in 214 units deploying through the intermediate staging base at Tazar, Hungary.• Responsible for the entire maintenance for 18 trucks with trailers, 9 MLRS, 4 Fire Direction Center vehicles, 8 High Mobility Multipurpose Wheeled Vehicles, 20+ radio communications systems, and 4 Fire Direction Computer Systems.
