Working with clients these past few years has been very rewarding, particularly for those clients subject to investigations by State and Federal enforcement agencies. My government experience provides me and my clients tremendous insight to the substance and process in all manner of enforcement actions.- Obtained dismissal of an investigation against a financial advisor alleged to have not provided the appropriate level of supervision to another advisor.- Representation of a health care provider to obtain declination from the Department of Justice, U.S. Department of Health and Human Services, and Office of Inspector General to pursue an Anti-Kickback Statute case that was self-reported by the client’s former counsel. Client was at risk for substantial penalties and damages, inclusive of losing their entire business. - Represented two separate national financial institution clients facing State Attorney General investigations in different States for potential state False Claims Act violations. Both clients cleared of any wrongdoing.- Retained by the U.S. Department of Justice to represent two former employees named as defendants in private civil suit again the government and others. Potential conflicts of interest prevented the DoJ from representing all the named defendants.- Consulting with a number of international businesses on compliance and internal business practice issues, including the Foreign Corrupt Practices Act, business code of conduct violations and ethics concerns.- Assisted small Oregon farmer responding to FDA and ODA recall enforcement actionsMy prosecutorial experience is invaluable in assessing the facts, asking the right questions and recommending the next steps to my clients.

For more than 30 years, Neil Evans served as an Assistant U.S. Attorney at the Oregon U.S. Attorney’s office. His eclectic legal practice focused on affirmative civil litigation and criminal prosecutions, including white collar prosecutions, health care compliance and fraud, environmental matters and recovery of federal program funds on behalf of all federal agencies. While serving with the Department of Justice, Neil litigated and mediated a wide variety of federal claims, led civil and criminal investigations of government program and procurement fraud, and managed large-scale financial investigations.
