  • Gathering technical details and sourcing information needed for all equipment and services needed. • Ensure that all technical details are covered in the RFQ/RFPs.• Reviewing Request for Quotations (RFQs) that correspond to USAID regulations and cover the equipment and services required to deliver and install.• Manage competition for procurement including fair and open competition and encouragement of participation of small, woman-owned and small disadvantaged firms.• Make sure from the vendors performance references is accessible and allow us to deal with them.• Review and analyze the financial proposals. • Negotiate with the best three Vendors; contract price and condition. • Prepare all the services contracts and purchase orders.• Ensure compliance with USAID rules and regulations as well as consistency with 21PSTEM standard operating procedures, policies and procurement principles.• Monitor vendors delivery and make sure that the required delivery document is signed• Ensure delivery accuracy and on time.• Review and verify invoices with the supporting documents.• Review payment package in order to be paid by Finance department.• Create Hardcopy file contents of the contractor delivery report signed by each school or faculty for each governorate contents all delivered equipment or others by Contractor. • Create projection plan for 3 months based on collecting information from the technical team and the market survey for the needed items or services.• Review budget needs for Procurement tender• Track and keep a log for all issued purchase orders and contracts• Prepare Request for Offers / Quotations/ Proposals tracker.• Work closely with Finance Manager regarding budgetary, finance, and administrative work system to achieve harmonic well-organized teamwork and deliverables.• Work closely with the M&E manager and provide the needed information related to equipment or other items delivered to schools.
