I serve as an advisor on international economic theories and principles, analysis, plan, and conduct analysis for use in the formulation of U.S. agricultural trade policy positions and recommendations developed by the Foreign Agricultural Service.Thirteen years of experience conducting in-depth economic analysis of emerging market countries as well as the credit analysis and monitoring of foreign financial institutions.     Senior Financial Analyst responsible for assessing, monitoring and managing foreign bank risk and country risk for USDA's GSM-102 export credit guarantee program. As Senior Financial Analyst, I am specialized in the Russian Federation, Central Asia, Latin America and the Caribbean Regions.As a financial analyst, I assess the repayment risk of foreign banks, holding companies, leasing and factoring companies by evaluating their financial statements under U.S. GAAP, IFRS and local GAAPs. By drilling down into the financial statements, I am able to identify and qualify the risks of the institutions business lines. The assessments involve complex analysis of quantitative and qualitative micro and macro factors affecting repayment risk. Among the micro factors examined I conduct CAMELS analysis, Securities and Derivative (examining VaR, CDS and SPV), as well as ownership, support, relevant group factors, operational, reputational and legal risks. As a country analyst, I conduct highly technical economic and financial risk analysis on assigned countries. A typical analysis includes an overview of the country’s economic resources, macroeconomic environment, an evaluation of its political risk and social stability, assessments of the balance of payments, vulnerability to foreign exchange crisis, foreign debt service burden, payments arrears history, and an overview of the private sector, financial markets and legal system. Variables such as exchange rates, inflation, interest rates, economic growth and debt situations are evaluated to determine their impact on country risk and potential agricultural trade. More technical analysis involves the rise or decline in cost of funds through emerging markets bond spreads and a comparison with 10 year U.S. Treasury yields as well as five year CDSs trajectory. In addition, I prepare comments and effectively defend FAS’ positions in the U.S. Interagency Country Risk Assessment System Ratings Committee.
