Systems and data management lead for all aspects relating to pavement asset management. Providing technical advice to support the management of pavement condition of the Strategic Road Network including managing the production of Highways England’s pavement condition KPI. Task includes advising the wider business on actions required to deliver the indicator target and ensure Highways England meets its licence requirements. Responsibilities include the management of Highways England’s pavement management system, HAPMS. Providing technical input as pavement subject matter expert into the development of IAM IS (Integrated Asset Management Information System).Providing technical input and review in the development of UK road condition policy and associated road condition survey specifications to ensure that policies and specifications meet both Highways England’s strategic aims as well as more customer focused requirements. Recent work includes supporting the production of the requirements of TRACS4, its data and its use; revision to HD28 Skidding Resistance; and the development of guidance for outer lanes survey practice.Providing technical governance and support for selection and design of pavement schemes to ensure that the Value Management process provides a robust maintenance programme suitable to manage the condition of the UK Government’s largest asset.Responsible for a suite of research and development projects and subsequent actions to develop, improve, and assure pavement data quality. Leading Fugro’s highway surface condition survey operation throughout Europe, Africa and Caspian regions, featuring ARAN/SCANNER and deflection surveys including Traffic Speed Deflectometer (TSD). Directly responsible for the full accreditation of Fugro survey equipment to UK SCANNER specification and ensuring that the accreditation standards continued to be met.Responsible for bid and project management of international projects in Europe and Africa. Major projects undertaken include TRASS TSD surveys for the Highways Agency, survey outsourcing trials for Rijkswaterstaat (Netherlands national road operator), Netherlands national local road surface condition surveys and implementation of a pavement asset management regime for Kampala Capital City Authority (Uganda) including, network definition, development of standards, inventory extraction, pavement condition surveys and establishment and configuration of a PMS in order to develop schemes and work programmes. Representing Fugro at national and international conferences as well as trade bodies such as European Pavement and Asset Management conference (Malmo). FEHRL FIRM conference (Brussels), Developments in Pavement Assessment (Birmingham), SCANNER Contractors Group, CSS/ADEPT Highway Condition Assessment Group, UK Roads Board Advisory Group.Responsible for the development of project Health and Safety Plans, Risk Assessments, Method Statements and quality procedures ensuring that staff are sufficiently briefed to safely undertake the tasks required whilst meeting the company’s ISO 9001, ISO 18001 and ISO 14001 certification.Part of the organising committee for the annual Developments in Pavement Assessment Conference. Annual tasks include programme development, commissioning speakers, publicity, and liaison duties at the event.

Engineer heading a team of project managers, survey staff and equipment delivering a portfolio of pavement and asset management projects featuring SCANNER/TRACS, SCRIM, Deflectograph, FWD, GPR, visual surveys, pavement investigations and scheme selection to local and national government, MACs, DBFO companies and other service providers.Bid manager for SCRIM and Deflectograph related projects within Jacobs.Throughout 2010 was acting Technical Director responsible for the management of Jacobs SCRIM and Deflectograph business as well as being a member of the Jacobs Pavement Management senior management team. Responsible for the financial management of a business with an annual turnover in excess of £1m.Project Manager of all Highways Agency SCRIM contracts undertaken by Jacobs from 2004 until 2010. This included the Single Annual SCRIM surveys for the South East and Midland regions (covering some 2/3 of the HA network) and the SCRIM Benchmark Research surveys. Surveys were repeatedly delivered ahead of schedule and to budget. Delivery of these surveys included collaborative working with the HA, TRL, and our major commercial competitor in order to deliver a quality product by sharing best practice.

Project management of numerous highway condition projects consisting of SCANNER, SCRIM, Deflectograph, FWD, GPR and visual inspections. Managing UKPMS systems for a number of clients including production of National Indicators and various highway condition reports.Management of HAPMS on behalf of an HA Managing Agent Contractor. Analysing survey data for the production of treatment priority lists, correlating accident data and deficient skidding sites, pavement investigations, scheme designs to determine the most appropriate treatments. This involved proposing alternative strategies to the DMRB to overcome both budgetary and site constraints.
