Serves as Chief, Settlements Division/Senior Torts Attorney responsible for a major operating program of the Tort Claims Division, Office of The Judge Advocate General, Department of the Army. Responsible for advising Senior Army leadership on policies pertaining to tort claims within the Department of the Army and related legislative initiatives. Interprets federal tort claims statutes, the application of state tort law and the general principles of tort law across the United States and worldwide to include, international agreements. Manages the work performance of attorneys, paralegals, investigators, and administrative personnel from initial claim assignment through claim resolution. Evaluates the strengths and weaknesses of administrative tort claims with a view towards potential litigation. Skilled in negotiating settlements of large tort claims and multi-Service agreements, via the administration of trusts, particularly medical trusts and structured settlements. Develops and oversees a program for claims training to Army field offices in the investigation, processing and settlement of tort claims. Regularly conducts statistical research on tort claim trends, prepares briefs for Senior Army Leaders, and responds to requests for information from members of Congress, the Army Secretariat and other Federal Agencies regarding tort law and claims.

Responsible for advising senior Army leadership, to include the General Counsel, his deputies, and the Assistant Secretary of the Army (Manpower and Reserve Affairs), on legal and policy issues concerning all areas of general administrative law, including: military awards; criminal law; military justice; law enforcement; Army Corrections Command and Clemency and Parole Board issues; military death penalty and executions; Criminal Investigation Division liaison and technical listening equipment approvals; SHARP; AAFES and Commissary; leave and liberty; Naming of Buildings; special pays; travel, TDY, and related allowances and entitlements; military education programs; casualty and mortuary affairs and funeral honors; and administrative investigations.
