Path:• Lead with Forward Vision & Create a Knowledge Environment:- Accomplishment --- 'Flattened' the Office of the Chief Economist (OCE) for Economists -- I collaborated with USPTO Management and OHR to improve Economist incentives by shifting an admin structure of 2 Senior Economists (GS-14/15) and 3 Economists (GS-12/13/14) to 5 Economists with GS-12/13/14/15 promotion potential. Required negotiations with the staff union.- Accomplishment --- 'Extended career ladders for OCE Professional Staff' -- Redefined OCE's Program Manager position, affording professional development incentive to OCE's Project Manager position. Previously, OCE's Project Manager was unable to apply for the Program Manager position.- Accomplishment --- 'Spotlighted' OCE researchers -- Co-developed the winning nomination for the U.S. DOC's Gold Medal Award that distinguishes extraordinary, notable, or prestigious contributions that impact its mission. The USPTO team led by OCE Economists developed an innovative artificial intelligence algorithm for identifying AI in U.S. patents. - Accomplishment --- Created a new OCE product: the 'Economic Note' -- Co-created a new two-page output that allows staff to quickly release short observations from the data in an easy to consume format. - Accomplishment --- Talent acquisition & retention: Hired, promoted, and RETAINED highly skilled Economists to OCE and the USPTO.• Use 18+ years experience as an empirically-oriented, evidence-based economist to lead staff. Apply a proven record of guiding economic research from idea conception to published output, across the spectrum of publication types (academic articles, policy reports, etc.). See Google scholar page. • Use a robust mix of hard and soft skills to includes excellent project management, writing, marketing, and presentation skills; and effective communication that adeptly uses interpersonal and relationship, organizational, and strategic thinking skills. • Co-lead for PatentsView.org, a multi-million dollar data improvement platform of USPTO administrative information.
